The runners for peace and their competitive spirit will be rewarded with cash prizes of Rs 5,000, Rs 3,000 and Rs 2,000 for those emerging victorious and securing first, second and third places respectively. UMA celebrates MDC anniversary

SILCHAR, Feb 1: United Manipuri Association (UMA) celebrated the first anniversary of the formation of Manipuri Development Council (MDC), Assam at the association's office in a befitting manner. M Kunja Mohan Singha, president of UMA chaired the function whereas Sabitri Devi, vice-chairperson of the Development Council was the chief guest. Dr KN Chand, NG Niranjan Singha, Dr CH Bijenda Singha and K Aruna Devi adorned the chairs of special guests.
Addressing the gathering, Y Prafulla Singha, vice-president of UMA said it was the result of the concerted movements by various Manipuri organizations like UMA which helped in materialising the formation of the Council. NG Niranjan Singha, advisor of UMA expressed his gratitude towards Chief Minister Tarun Gogoi and all the elected representatives from the Barak Valley. Dr Chand stressed upon the need to bring allthe Manipuri association under one umbrella. The meeting expressed whole-hearted support to K Jiten Singha, the chairman of the Development Council.

SP’s transfer sparks protest in Silchar

SILCHAR, Jan 31: It was rather an unusual scene that from political party to some youth-student body resorted to agitation in protest against the transfer of a police officer. But Silchar presently experiencing such unusual development as the main opposition BJP as well as an influential youth organization All Barak Youth and Student Association (ABYSA) raised voice against the sudden transfer of Cachar SP Deepak Choudhary who, in a brief period of time, succeeded in instilling confidence among the commoners with his bold steps against the illegal check gates, liquor selling and even flesh trade. It was a known fact that Silchar police used to draw a huge amount of money from the illegal selling of wine in the unauthorized liquor shops and road side hotels. After the murder of a school boy in December, irate mob destroyed a road side dhaba. Choudhary, who took over the charge of the SP a few days back, vowed to take action against such illegal liquor shops. This had created ripple amid the police circle itself as they used to earn a lot from these unauthorized outlets. Further, Choudhary had withdrawn the check gates in Assam-Meghalaya and Assam-Mizoram borders. These check gates had turned out to be ‘machine room’ for the police which used to mint money. Police used to pass the overloaded trucks and for this they had to be paid. Money collected from the check gates reportedly reached the political bigwigs, even in Dispur. Choudhary had this way angered his political boss.
The BJP alleged that Chief Minister Tarun Gogoi, driven by his anti-Barak stance had intentionally removed Choudhary from Silchar so that the law and order situation of the Valley remained unstable. ABYSA also made such allegations and even staged a sit-in dharna in front of the Deputy Commissioner’s office. Baharul Islam of ABYSA told the transfer of Choudhary would encourage the mafia and the corrupt police officials. They demanded that the transfer order be revoked immediately. (SentinelAssam)

Marks allotted for viva-voce likely to be reduced Teachers’ Eligibility Test (TET)

GUWAHATI, Jan 29: The Assam Government is mulling reducing the total marks allotted for viva-voce for appointment of teachers.
Talking to mediapersons in Guwahati today, State Education Minister Himanta Biswa Sarma said that out of the total 300 marks in TET, 15 per cent marks (45 marks) had been allotted for viva-voce. But in order to erase any possibility of influence during interview while selecting candidates for appointment as teachers, the government is thinking about reducing the total marks allotted for viva-voce. "The cabinet will take a final decision on the total marks allotted for viva-voce by the end of next month. The idea is to make the process of appointment as transparent as possible and to leave no scope for any sort of influence or interference in the appointment process," said Sarma.
The Minister also said that out of the nearly 12,800 vacant posts, none of the posts were in Kamrup (metro) district. This means that any candidate from Kamrup (metro) district who has cleared TET, if interested can appear for interview in the districts where there are vacant posts. He added that in the TET for lower primary and upper primary level, B.Ed had not been made a mandatory educational qualification. However, B.Ed will be made a mandatory qualification for TET in the higher secondary level. "By 2014, even private schools will not be allowed to appoint teachers who have not cleared TET," said the Education Minister.
While there are 12,800 vacant posts, around 52,000 candidates cleared the recently conducted TET. "The Gauhati High Court has cleared the decks for appointment of regular teachers for 12,800 vacant posts. If it is satisfied with the transparency in the appointment process in the first phase, it will clear the decks for appointment of teachers in more vacant posts in the second phase. If it does not do so, the Assam Government will be compelled to approach the Supreme Court because as per the rules of the Right to Education Act, 90,000 posts of teachers have to be filled up in the State in the next five years," said Sarma. Four girls rescued from Silcharbrothel

SILCHAR, Jan 21: In a joint operation by Shillong and Silchar Police to rescue four innocent girls, including a nine-year-old, who were sold at the red light area at the heart of Silchar town. Once again it has come to light that this brothel was flesh market where girls from various parts of the eastern India were being sold. Officer-in-charge of Silchar police station informed that in the last few months, his team had rescued a good number of innocent girls who hailed from various parts of the state and were duped either by their lover or by someone who assured them jobs and ultimately they landed in the flesh market.
Doly Lama, a 20-year-old woman from Meghalaya, was told by one of her well wishers that she wouldget a lucrative job if she comes to Silchar. Similar was the cases withNamita Sinha (28), Sneha Rajbongshi (19) and Sonia Sinha, aminor aged just nine years. They all hailed from various parts of Meghalaya. The pimp sold them to Gita Sinha and Suku Debnath, who run a prostitute quarter in the red light area just adjacent to Fatak Bazar, the largest wholesale and retail market in the southern part of the State.
However, Doly and the other were lucky enough as V Siyem, the ASP of Shillong, on the basis of secret information, arrived at Silchar with his team and with the help ofSilchar Police made a surprise raidat the prostitute quarter on Friday.They rescued the four girls from Meghalaya and took them back to their respective homes. Gita and Suku were also detained and they were taken to Shillong for further interrogation. The pimp who actually sold the girls was still at large. SILCHAR, Jan 19: Manipuri Literary Festival - 2012 was organized by Manipuri Literary Society recently at YS Memorial High School, Khelma which was attended by a host of personalities from the academia and literary arena. With the inaugural session presided over by Haorongban Amarendra Singha, educationist and social worker and graced by M Kulachandra Singha as chief guest,besides being attended by O Nilkantha Singha, Kheiruddin Choudhury, Raghumani Singha and Jiten, the tone for the meet was set in.
Laishram Manglemba Singha delivered the key note address, highlighting the various activities of the Literary Society since its inception in 2000 and at the same time the objectives of the festival, besides sharing his experiences inbringing out the quarterly magazine 'Yenning'. The publication of 'Yenning' on the occasion of its 21st issue with literary, scientific, research, cultural and educational information came in for high appreciation by the members. In fact, the magazine was released atan earlier function by Justice RK Manisana Singh, former Chief Justice of Gauhati High Court. Dr M Santi Kumar Singh, Y Prenita Singha, Gulamjat Singh, RK Gopalsana and Irabot Singh among others praised the activities of Manipuri Literacy Society which all of them said "hasbeen working for the cause of Manipuri community. It was the opinion that a Manipuri daily should be brought out. Some of the articles in the magazine were appreciated for their contents, ideas and thoughts. The magazine on the whole was lauded for its standard and quality of texts.
The second session was for 'kabi sammelan' which was presided over by writer and poet Kheiruddin Choudhury. Those whoparticipated in the poetic session included Abdus Sahid Choudhury, Poulen Singh, O Nilkantha, S Bijendra, Bijit Kumar, N Rajen, Lili Singha and N Dhwaja. It was not only interesting but also entertaining. Each of them recited his or her composition. Around 100 delegates from different parts of Northeast attended the festival. TET examinations records 90 per cent attendance in Cachar

SILCHAR, Jan 10: Teacher's Eligibility Test (TET) passed off peacefully in the Silchar and Lakhipur subdivisions of Cachar district today which recorded around 90 per cent presence of candidates in all the 12 examination centres. According toofficial sources, no untoward incident took place. Nor was there any case of expulsion on ground ofadopting unfair or foul means. In fact, the pattern of objective types of test papers provided no scope for the examinees to consult or copy from any source. It was from all reckoning a fault free and foolproof method of setting the test papers.
In Silchar subdivision, in the first session of test, 91 per cent candidates appeared while in the second session, it was 90 per cent. In the Lakhipur subdivision, the attendance was to the tune of 89.08 per cent in the first test and 89 per cent in the second. Of the 6,632 candidates sitting for the test, 6,038 were present in the morning shift and 4,345 candidates out of 4,823 appeared in the afternoon shift. The observer for the district to ensure peaceful conduct of TET was Dr Lokenath Sarma, secretary, Secondary Education Board of Assam. Deputy Commissioner Harendra Kumar Dev Mahanta, was in over all charge of supervision while Debashis Chakraborty, ADC, acted as nodal officer. ‘Manipuri Diaspora’ to hold State convention

SILCHAR, Jan 4: 'Manipuri Diaspora'of Assam, the apex organization ofthe community, at its executive committee meeting held recently here with Justice RK Manisana Singh, former Chief Justice of Gauhati High Court in the chair, themembers deliberated on the relevant issues and adopted resolutions unanimously. At the outset, Dr M Santi Kumar Singha, general secretary of the organization, read out the resolutions adopted in its last meeting and presented a brief report on its various activities before the House. He also highlighted the achievements so far.
The 'Manipuri Diaspora', Dr Singha outlined, was formed with the objectives of forming a strong body which consisted of 241 members from state level and social organizations of the community in order to press for aneconomic development council in the uplift of the Manipuris. It reiterated a Rajya Sabha MP seat for the Manipuri speaking people and reservation of an assembly constituency seat. Besides, it insisted for allocating at least three seats in the Legislative Council (Upper House) for Manipuris and to reserve seats for them in all the development boards, cells and council constituted by the Government of Assam. It was at the same time resolved to fight for the protectionof the identity and rights of Manipuri language and culture.
Justice RK Manisana Singh appreciated the members of the 'Diaspora' for their relentless and sustained efforts for the cause of Manipuri community and expressed his hope that they would continue to work cohesively to promote peace and harmony and maintain best of relations with other linguistic and religious groups. It was decided after prolong discussions that a state level convention of 'ManipuriDiaspora' at an early date. Manipuri Literary Society mourns death of litterateur

SILCHAR, Dec 30: The Manipuri Literary Society of Silchar at a condolence meeting here on Thursday mourned the sad demiseof the National Sahitya Akademy Awardee poet, playwright and critic, Biren Singh of Manipur who expired recently after a prolonged illness at his residence. He was 69. He received the highest award in literature for his work 'Mapan Naidabasida Ei (I at the edgeless point)' written in 1990. Biren Singh has to his credit five books of poetry, two of short story and one of short play. Some of his poems have been included in the curriculum of colleges and universities.
The condolence meeting presided over by K Babu Singha was addressed among others by Dr Th Paolen Singha, Dr Bidya Sagar Singha, N Dhiren Singha, M BhubanSingha and A Manglemba Singha. All of them described his death as a great loss to Manipuri literature and the void created would be difficult to fill. A minute's silence was observed as a mark of respectto his departed soul and prayer to God for its eternal peace. Sympathy was extended to the members of the family in their hour of bereavement. SILCHAR, Dec 28: A meeting of the Manipuris of Assam organized jointly by Barak Valley Manipuri Development Committee and Barak Valley Manipuri Ex-servicemen Welfare Association at Gandhi Bhavan today discussed various aspects concerning the uplift and overall development of the Manipuris in Assam. The meeting held under the presidentship of M Kula Chandra Singha and graced by RK Kanungsana, retired principal and social worker, as chief guest, Th Krishna Mohan Singh, former school inspector, along with the guests of honour advocate Irabot Singha, president of Cachar HumanRights, Rajballab Singh, SK Sarma.
The discussion which centred mainly on the socio-economic conditions, besides the educational needs, called for detailed profile of the status of Manipuris living not only in Barak Valley, but also in different parts ofAssam. A comprehensive assessment and study would help arrive at definite decision for adopting measures for their resolution and amelioration.
Another point that was raised related to the role of Manipuri women in their society and it was opined that their contributions towards the community and society as a whole was quite praiseworthy. They also played important role in their own families for betterment and harmonious living in the interest of all. In respect of the educational needs of the community considered against the competitive world around, it was felt that more should be done for the improvement of academic institutions with better infrastructure and for better education. It would help the young generations to have competitive teaching and learningand prepare them for the challenges of life and for better placements.
After threadbare discussion, it wasresolved among others to set up science coaching centre here under the supervision of Prof Indrajeet Sharma of Assam University in consultation with thesenior citizens of Barak Valley. Students' awareness camp to be organized particularly for the students of class-IX and X. It was also decided not to disturb the present Barak Valley DevelopmentCommittee till the new committee was formed.
The meet at the same time focusedon socio-economic development, education and career vision, culture and heritage, science and technology, village uplift as well as legal awareness in daily life. Lakhipur, Cachar : The Annual “Irat thouni” of Khwairakpa Erel Umanglai Khuvam known as Narayandhar to the non Manipuris will be celebrated on Sunday the 1st January 2012 at Khwairakpa Erel Umanglai Khuvam (Narayndhar) the River Island situated near Jirimukh of the Barak River under Lakhipur Sub-division of Cachar district.
The annual ‘Irat thouni’ is being held at the Shrine every year on the 2nd Sunday of Wakching month by the Manipuris from the time immemorial at which thousands of devotees from within and outside Assam come and worship.
The unique and interesting feature of the festival is that the devotees, in thousands reached the Shrine by water-ways in the country boat and speed boat.
The country boat journey takes minimum of three hours time to reach the Shrine while in the speed boat it takes a minimum of one hour from the Fulertal Ferryghat of Lakhipur Sub-division, Cachar district.
The ritual Puja of the Shrine will start from 8 AM on this day and close at 3 PM.
All the Security arrangements and the necessary emergency medical needs will be provided on the day long programme of the festival.
The Khwairakpa Erel Umanglai Ngaksellup inform the public and the interested devotees in particular with the request to participate in the celebrations in customary dress.

Meira Paibi presses for arrest of culprits

SILCHAR, Dec 22: All Assam Manipuri Women Meira Paibi Coordination Committee (AAMWMPCC) has expressed its serious concern at the failure of the police to arrest the accused persons including the prime culprit involved in the brutal murder of Jayashree Sharma who used to live with her parents and other family members at Pailapoolunder Lakhipur police station. She was married to Pradip Sharma, who serves in BSF, in October last. Pradip left her at one of his relative homes at Bam Malugram under Dholai police for his place ofposting in Jammu & Kashmir.
But, quite mysteriously, she was found missing from the house of his husband's relative and her father Jogendra Sharma, being informed of the unfortunate incident, lodged FIR with Lakhipurpolice station, suspecting something foul. The case was registered as 295/2011 GR Case No. 3809/2011 u/s 366/506 and adding section 120(b)/302 IPC. On November 12, her body packed in a sack was recovered from the bank of river Barak near Ghaniala Ghat here.
The police retrieved the body for post-mortem. Following the recovery of the body, Jogendra Sharma filed a case accusing Pradip Sharma and six others for being involved in the conspiracy to eliminate his daughter. On Wednesday, Jogendra Sharma along with members of Meira Paibi met the Superintendent of Police of Cachar and submitted a memorandum to him demanding immediate action against the prime accused and his accomplices. It was alleged that though the names of the seven accused have been mentioned in the case filed, only two of them have been so far arrested. Others are moving at large, it was further alleged. Meira Paibi has also urgedthe SP to intervene in the matter so that the culprits including the main accused are taken into custody and necessary legal actioninitiated for the sake of justice andconsolation to the members of herbereaved family. SILCHAR, Dec 19: A legal awarenesscamp was held under the aegis of District Legal Services Authority, Cachar, on the premises of Earle Higher Secondary School, Lakhipuron Sunday, as a part of the national legal services day.
The well attended camp was addressed among others by P K Bora, assistant district and sessions judge and N J Dutta, judicial magistrate 1st class, Silchar and designated advocates of District Bar Association, Silchar. The camp was organized at the initiative of L Mohan Singha, advocate and panel lawyer, secretary, Lakhipur sub-divisional advocates' development organization.
Addressing the assembly, P K Bora,assistant district and session judge, said that the poor and economically backward people who could not afford to meet the legal expenses were provided with all possible legal assistance, even the services of lawyers without any fees. He also spoke about the concept of Lok Adalat which helped the people to settle their cases amicably without the involvement of any lawyer or advocate.
The cases settled in this Adalat were final and to the satisfaction of both the plaintiff and defendant,he explained. He advised the people to get their cases, new and pending, settled through the Lok Adalat. It was for this purpose and in the larger interests of litigants that the district legal services authority was setup. He had a relevant advice to them not to file FIR with police, distorting fact and matters, and without making any exaggerated statements in their own interest. They should take benefit of the free legal services and no well about the provisions and laws which would guide themand provide them the relief.

SDJM court to come up in Lakhipur

SILCHAR, Dec 13: As a part of the State Government's efforts to provide legal services to common people conveniently in the subdivision of Lakhipur in the district of Cachar, a court of Sub-Divisional Judicial Magistrate and Munsif-cum-Judicial Magistrate, Class I would be set up in the municipal ward No. 7 for which land has been earmarked by the administration. With the personnel from the District Session Judge and settlement department making all necessary arrangements for allotment of land, the building to house the court would be raised. A signboard has been put up on the site of the court and work is expected to begin soon.
Chairman of the Lakhipur town committee, Kalyan Chandra Dey, has assured of all necessary help in this regard. In fact, demand for a sub-divisional court by people has been raised for a long time in view of the difficulties being facedby the litigants to travel to Silchar for court matters. It is not only time consuming but also expensive for many who can ill afford to meet the legal expenses which in several cases are thrust on unwilling people. No trace of three persons abducted by militants

SILCHAR, Dec 8: Armed militants abducted three persons, identifiedas drivers of three trucks, engagedin lifting boulders from Chiri quarry located between Ainacherra-Lua river on Cachar-Dima Hasao border around midday of Wednesday. Seven labourers, including the helper of a truck, in panic and fear after seeing the militants fled into the nearby jungle and escaped unhurt.According to one of the labourers, one of the trucks was filled with boulders while two others were to be loaded when the militants, eight in number, suddenly made their appearance from the jungles around the foothills of Borail. While all the labourers made escape, the drivers were held captive and whisked away in theirtrucks to undisclosed location. Four of the militants were in uniform while rest in civil dress.
After the information reached the Joypur police station, a police team headed by Kiran Kumar Barua, sub-divisional police officerof Lakhipur, assisted by CRPF, immediately rushed to the spot and launched operation to trace the abducted drivers, Joy Kumar Singh, Bidya Singh and M Babu Singh. The police team could find three trucks abandoned on the jungle path and two of them were brought back to the Joypur police station. Though the operation to trace the drivers continued till sunset, no information could be gathered about the fate of the drivers.
According to police sources, the militants belonged either to Hill Tigers Force (HTF) or NSCN (K). Themotive behind the abduction is believed to be ransom. Information available indicates that an influential businessman of the area was served with extortion notice of Rs 5 lakh. His failure to respond to the notice ledto the abduction of the drivers since the trucks belonged to him, sources said. Moreover, the trucks were engaged in illegal quarrying,the sources added. Bike rider seriously injured

SILCHAR, Nov 28: Around 8 pm on Sunday, a vehicle at speed dashed the motorcycle from behind at Shibpur on NH-53, 30 km from here, under Lakhipur police station of Cachar. Under its impact,Y Ranjan Singh (37) who was driving the bike was seriously injured and the pillion rider Biju Singh (26) sustained minor injury after both of them were thrown off the motorcycle. Both are the residents of Sribar. As it was dark, the vehicle, most probably a Tata Sumo or a Cruiser, could not be identified by the drivers or the passengers of the passing vehicles. Local people came to the rescue of bike riders. Y Ranjan Singh was taken to a local hospital, but as his condition was critical, he was shifted to Valley Nursing Home here.
Irate and agitated people of the area blocked NH-53 at Shibpur point, the site of accident, for six hours from 6 am today, demanding administrative action to restrict the speed limit and prevent overcrowding of passenger vehicles. SDO (Civil) Leena Das, SDPO KK Barua along with OC of Lakhipur police station, Biswajit Purkayastha, reached the spot and pleaded with the agitated people to lift the blockade, considering the inconveniences and difficulties of public and commuters, besides that of the school and college going students. After getting assurance from the civil authorities of proper action to control the traffic and prevent overcrowding of passenger vehicles, the blockade was lifted.

BVMDC demands dissolution of Manipuri Development Council

SILCHAR, Nov 27: "Manipuri Development Council needs to be dissolved and reconstituted with knowledgeable persons of social standing with clean image and integrity and dedicated to the selfless service to the community for their overall progress, prosperity and development" observed M Kula Chandra Singha, president, Barak Valley Manipuri Development Committee (BVMDC) while addressing a press meet here on Saturday. He raised questions about the functioning ofthe interim Council and said that the Manipuri beneficiaries are kept in the dark about the various development schemes and related training programmes. The notification about them is done in a manner which is brought to the knowledge of a few persons close to the members of the Council only.
M Kula Chandra Singha wanted to know if the training requirements of the nurses are done according to the guidelines and scope of their placement after training. He alleged that the interest of deserving candidates in all the Manipuri inhabited areas is not taken care of for such training. He also wanted to know why a private nursing school has been located at Guwahati, besides thoseselected for training come of well to do families. Has any attempt been made for the training of nurses in different medical colleges of the state, he asked?
Continuing his tirade, he said setting up of training centres for diploma courses in beautician, hairstyle, driving, spoken English, tailoring and other subjects exclusively for Manipuri unemployed youths is unjustified. The avenues of their job after training have to be examined, he argued and added to say why the existing ITIs and other government approved institutes could not be used for imparting training. He at the same time brought the allegation that beneficiaries for financial assistance are selected on the basis of nepotism and favouritism.
Other members who addressed the press meet in identical mannerquestioned the functioning of the interim Council. They expressed their apprehension about the proper utilization of government fund for training of 779 SC youths during 2009 – 10 in various courses. The training centres have been opened at various places of Assam including Barak Valley without taking all the members of the Council as well as the senior citizens of the community into confidence.
The members of the Committee expressed their lack of confidence in the Council for its wayward and whimsical manner, flouting the declared principles and norms. It was their considered opinion that the Council could live up to the expectations of the community if it followed the guidelines by identifying the problem areas, study and assess the requirementsof Manipuris and thereby formulate schemes in a transparent manner for their socio-economic, educational and cultural development. The Committee reiterated the dissolution and reconstitution of the Council in the larger interest ofManipuris. Church rejects move for women as pastors

AIZAWL, Nov 12 – The Mizoram Presbyterian Church has rejected a proposal to ordain women in the church as pastors or church elders.
Synod Executive Committee (SEC), the highest decision making bodyof Mizoram Presbyterian Church, decided this after the issue of ordination of women was raised during the Presbytery, the second highest conference of the church recently, church sources said.
Ordination of women as pastors and church elders have become one of the major issues facing the churches in Mizoram, especially the Presbyterian and the Baptist, the two largest and most powerful churches in the State which is predominantly Christian.
The SEC's decision was taken at a meeting here on Thursday.
About 40 years ago, Saptawni, a woman, was elected as church elder by the congregation of the Presbyterian Church's Mission Veng unit in Aizawl, but she was not ordained after the Synod refused to do so.
R L Hnuni, principal of the Baptist Church-run Aizawl Integrated Christian Studies, was also not ordained as a pastor by the assembly of the Baptist Church of Mizoram (BCM) in January this year.
Hnuni was earlier recommended by the pastoral committee of the Baptist Church of Mizoram to be ordained as a pastor.
Women's committees inside the churches have
been demanding gender equality inside the churches so that they could also become pastors and church elders. – PTI

Lakhipur bridge to open vista of development

The people of cluster of villages, Mamda, Dilkhush, Binnakandi, Ganganagar, Lakhipur Tea Estate and the hamlets around the hillocks and plains have been waiting for a long time for the bridge over river Barak to becomea reality. In fact, in order to connect Lakhipur sub-divisional town with Fulertal for easy communication, around one lakh population, a mix up of tribals, non-tribals, tea tribes, Manipuris, Hindi speaking people and Bengalis, have been pressing for a bridge. It was on January 4, 2004 that the foundation stone of the Lakhipur bridge was laid by Sontosh Mohan Dev, the then MP, in the presence of Dinesh Prasad Goala, former PHE Minister.
It was a cause of happiness amongthe people of the backward and neglected area as their long felt demand was accepted. It is after long six years that they are going to see their hope fulfilled. Tarun Gogoi, Chief Minister of Assam, is scheduled to inaugurate the bridge. It is expected to facilitate not only easy communication but also pace up the development of these areas, isolated and cocooned. So long, they have to depend upon the ferry services between Lakhipur and Fulertal. During high floods, this communication link often stood disrupted. With the operation of the bridge and the movement of vehicular traffic through it, the economic activities of the backward people are expected to get boost and improve their living conditions.
The bridge besides narrowing down the distance will also make it possible for the tea estates in the areas to transport their products in the domestic markets and beyond Barak Valley. People at the same time stress on the need for improving the PWD roadswhich are in bad shape. The feederwooden bridge at Gosainagar, according to them, stands in need of being converted into RCC, considering the heavy movement of vehicles which will further go up once Lakhipur bridge is thrownopen to public.
The Lakhipur bridge which is double lane necessitates further broadening of the PWD roads, main and artery. This bridge has been built under the 10th plan of NEC and the construction work done by its PWD division. It has been completed at a cost of Rs 14.38 crore. The demands of residents include a police outpost near Binnakandi for maintaining law and order, street lights for easy movement during night, traffic points at important junctions and speed breakers where schools are located. SILCHAR, Nov 3: Grahak Suraksha Samiti (GSS) and Cachar Truckers' Association (CTA) while expressing their serious concern over the deplorable condition of Sadarghat Bridge over river Barak and the restrictions imposed by the district administration over the plying of heavy vehicles have slammed the political leaders of this valley for their lack of any coordinated efforts to address hereto the problems of the region and their solutions. In fact, for thatthe last several months, there have been public agitations from time to time, demanding effective steps for its repair and maintenance. But, the state government and its PWD wing here has taken little note of the problem that has now assumed serious proportion.
Addressing a joint press meet heretoday, Biplob Kumar Goswami, general secretary of GSS, said with restrictions on the plying of heavy vehicles through this bridge that links Udharbond, Lakhipur and Borkhola areas, its impact can wellbe realized. Supply of essential commodities to these areas wouldbe badly affected, pushing up the prices further, telling upon life of common people. He added to say even the condition of Jatinga bridge is not the of not giving rise to the by the end of good and localpeople themselves have come forward and objecting to the plying of heavy vehicles through it, fearing its collapse.
According to the information as shared by both GSS and CTA, of the 18 bearings of Sadarghat Bridge, 13 are out of order, besides it has developed serious mechanical andtechnical snags. The bridge has lost its sustaining strength and thepossibility of a major disaster can hardly be ruled out, experts say. Jatinga Bridge serves as an alternative access to Lakhipur subdivision as well as Udharbond and Borkhola blocks notwithstanding the long detour.
GSS and CTA have at the same timecriticized the state government forits step motherly attitude towardsthe people of Barak Valley. Both these bodies have called upon Dispur to take immediate steps forthe construction of another bridge, parallel to the existing onein order to ensure safe and secure movement of vehicles and supply of essential and other goods. Pillion rider killed in the road accident.

Lakhipur, Cachar, October 28, 2011 : One person died and other seriously injured in a road accident at Sribar under Lakhipur Sub-Division of Cachar District, when an Activa Scooter collided with a Cruiser today at about 5.30PM.

The deceased has been identified as Konom Maningou Singha, 52, of Sribar Saraleikai. He was pillion riding the Activa Scooter and the rider L, Bidyapati Singha, 65, Retd LP School Headmaster, when it was hit by the Cruiser coming from the opposite direction.

Konom Maningou Singha, A/T Sribar High School, who was seriously head injured in the accident that took place at around 5:30 pm, killed on the spot.

Meanwhile an irate mob of hundreds of the villagers of Sribar including women blocked vehicular road traffic on national highway No 53 in Sribar.

Sources said that the Cruiser was later arrested by the Police at Banskandi.

It was said that Maningou and Bidyapati were on the way to Pailapool with their Activa Scooter collided with a Cruiser that coming towards Silchar. (Lakhipuronline)

SILCHAR, Oct. 24: All Assam Manipuri Students Union, Lakhipurdistrict committee condemned thebomb explosion at Saturday midnight at Fulertol to disrupt the movement of trucks loaded with essential commodities to Manipur.
H Loyataba Singh, general secretary of the Lakhipur unit of the student body urged upon the general public to remain restraint and united so that the miscreants' evil designed could be foiled.
It is to be noted that on Saturday midnight a bomb exploded beneath a loaded truck at a place between Fulertol and Chiripul. Thetruck caught fire though the timely intervention of fire fighters brought the situation under control. On Sunday morning local people noticed another bomb, which was identified as an IED.
However, Police Super P. K. Bhuiyan claimed that it was not at all an explosive item.

Blast at Manipur-bound truck

SILCHAR, Oct 23: A blast in the midnight rocked the Fulertol-Chripul area in Lakhipur borderingManipur on NH 53 and another powerful Improvised Explosive Device (IED) was found from the same place on Sunday morning. Experts from Army's 11 Field Regiment at Labok destroyed the bomb which was identified as an IED. Sources said, a huge number of Imphal-bound loaded trucks were stranded in Fulertol area as they could not enter the economic blockade State. At around 12.30 at night on Saturday, there was blast near Sontosh Gas Corner. The explosive was planted beneath a truck carrying poultry items. The truck was badly damaged.
Timely operation by fire brigade did help to avert a major accident in the area. On Sunday morning local people first noticed a gunny bag and suspected to be a bomb, informed the police. Later the Army was called and they defused the IED at around 12.30 noon. Till the filing of this report no outfit had claimed responsibility. However it was assumed that the miscreants tried to terrorize the truck drivers. (Sentinelassam)

SILCHAR, Oct 17: Fear of a fresh bout of ethnic clash loomed large over in the disturbed Dima Hasao district as killing and arson continued despite strict vigilance by the security forces. Suspected Hills Tiger Forces (HTF) militants continued its spate of violence as they set ablaze two more Dimasa villages on Sunday and gunned down a 90 year old person. 17 andthree houses of Gaizon Basti and Jiri Basti respectively were reduced to ashes the non-Dimasa tribal militants sprayed bullets indiscriminately.
Thangsring Daolagupu, a 90 year old Dimasa person died after a bullet pierced his lungs in Gaizon Basti. Dilta Daolagupu, 43, DoputhiNunisa, 83 and Jipon Hojai, 65 sustained bullets injury.
Sources said, a group of at least 25tribal militants cordoned the Dimasa hamlets and started spraying bullets indiscriminately. When the terror-struck villagers came out of their huts and started running helter-skelter, the militants set ablaze the houses. 17out of 36 huts of Gaizon Basti werecompletely gutted down. Militants then marched forward towards the adjacent Jiri Basti and attackedit in the similar style. However no news of killing was reported till now.
Sources said police had nabbed at least six Zeme Naga youths who were allegedly involved in the incidents. Earlier two more youths, belonging to Zeme Naga community were arrested for their alleged role in the attack in Langren Basti where eight houses were gutted down.
The HTF, a militant outfit comprising various non-Dimasa tibes had claimed responsibility ofkilling a former DHD (J) militant James Dimasa and attack on Langrn Basti. HTF was opposing the proposed peace pact between the government and the DHD.
Governor appeals for peace: PTI reports from Guwahati, Assam Governor J B Patnaik has appealedto people to maintain peace in Assam's Dima Hasao district where violence has claimed one life and several houses have been set ablaze.
"It is very unfortunate that fresh violence has started in the district and some houses have been burnt down.
I appeal to all to maintain peace atall costs and the situation is not allowed to turn into ethnic clashes," the Governor said in a statement here.
He asked the authorities to ensure that all disorderly elements are controlled.

IMPHAL, Oct 4 (IANS): A litre of petrol at Rs.200 in the black market and a cooking gas cylinder for Rs.1,500 or more... After two months of a blockade inManipur, world boxing champion Mary Kom says she's at her wits' end trying to balance training for the Olympics with the slow process of cooking with firewood.
"Cooking food using firewood eats up a lot of time and hence lifeis becoming very tough. Cooking gas cylinders are not available due to the ongoing economic blockade. I am forced to burn firewood in the kitchen," the mother of twin boys told IANS.
"My preparations are also getting affected."
The five-time world women boxing champion from the northeastern state is only one amongst the many thousands trying to cope with the blockade, which has not only driven up the cost of commodities but brought the state virtually to its knees. Hospitals have put on hold all routine surgeries due to non-availability of oxygen cylinders while stocks of essentials, baby food and life saving drugs have almost dried up.
The blockade on the two national highways, the main lifelines linking Manipur with the rest of India, is a result of a bitter rivalry between two tribal groups over creation of new district in the region.
The Kukis are demanding a separate Sadar Hills district while the Nagas are refusing to give up their land for it.
Hundreds of trucks carrying essentials and medicines have been stuck in the adjoining states of Nagaland and Assam with protesters laying siege to the two highways.
"A litre of petrol is selling at Rs.200 in the black, a cooking gas cylinder for Rs.1,500 or more while a kilogram of rice is selling at Rs.60 to Rs.70," said Sunil Singh, an Imphal resident.
"Life has become difficult for people in Manipur. Supplies of essentials, fuel, gas cylinders are becoming scarce and unscrupulous traders are having afield day charging exorbitant rates," said Basanta Singh, another resident.
Landlocked Manipur depends on supplies from outside the region. Trucks from the rest of India carrying essentials pass through Nagaland.
"The blockade has resulted in acute shortage of food, medicine and other essential commodities; very soon, the entire life support system in the state will collapse,' said T. Singh, a rights activist.
The Manipur government has been reduced to a mere spectator,unable to break the deadlock despite five rounds of talks between the warring tribal groups.
"We are trying our best to resolve the crisis," a government spokesperson said.

What is often ignored in rewriting the freedom struggle saga is the significant role of this frontier region of the country", pointed out Sanjib Deb Laskar who was speaking among others on the occasion of the 115th birth anniversary of Jananeta Irabat Singh, organized under the aegis of 'Smriti Raksha Committee', at Gandhi Bhavan here on Friday. Laskar said that the Latu in the district of Karimganj was the scene of the first battle of struggle against the British in Northeast when hundreds of mutineers after breaking open and looting the Chittagong armoury made their escape to this place and were challenged by the British army where Major Byng commanding the force was killed. After days of confrontation with the British army, 14 of the mutineers were finally hanged to death here.
Deb Laskar added to say in the same way the great sacrifice and glorious role played by Irabat Singh for the freedom of the country and for establishing the rights and liberty of the oppressedand suppressed people and his inspiring guidance to organize theManipuris and various other linguistic groups and communitiesof the region "have gone virtually unrecognized and not much highlighted". It was due to the example set by him that the various tribes and communities, tribals and non tribals, "live in a spirit of harmony and amity".
He further said that Irabat Singh always stood for justice and fought against all sorts of discrimination and superstitions and never hesitated to raise his voice against any injustice. For him self-interest was never of any consideration. Rather, he always championed and upheld the cause of the country. "It is really sad and unfortunate that after 66 years of independence in total opposition to the ideals and principles of Irabat Singh now exists corruptions indulged in by the people's representatives. People are fed up and have prepared themselves for another independence from this monster of scams and scandals", he observed.
Continuing, Deb Laskar said Irabat Singh was the embodiment of national integrity and solidarity. After coming out of the Sylhet jail where he was incarcerated by the British, he came down to Cachar where he organized and united people of different communities for unified fight against the British. He called upon the people of the country in general to be inspired by the progressive thoughts and ideas of Irabat Singh and his dream and vision of a country free from corruptions.
Another distinguished speaker, N Bijen Meitei, teacher of Assam University, while speaking about the life and history of Irabat Singh said how he inspired the youths and women to unite and fight against the imperialistic rule. His message was that women could play greater role in building a society and for the cause of the nation. Assistant manager assaulted, miscreants absconding

SILCHAR, Sept 29: The assistant manager of Binnakandi Tea Estate,Sandeep Singh Tanwar (31) came to Machkhal out garden around 10pm last night in order to inform the workers to report at the factory for necessary work. After briefing them, as he was returningto the main garden, he was detained at Hatikuri by a group of people who claimed that they were the village defence people and wanted to know his identity. Before he revealed his identity, they asked him the reason for his late night movement and said thatthey had to keep a watch on any person moving in the area as two transformers had been stolen in sequence without any trace of the culprits by the police.
Even after Sandeep Singh revealedhis identity and said he knew them all, the persons from the village defence group led by Munna Goala and others without any reason began to assault him with rod, as narrated by the assistant manager. Anyhow, he escaped and came back to Binnakandi and informed the manager Amitabh Sarkar. Immediately, the security men led by Anup Chakraborty of the tea estate went to the spot and confronted Munna Goala and his accomplices. Sarkar asked the group, around seven in number, tobring before him Munna Goala, though he was present there. Instead of cooperating with ATPF, the group suddenly jumped over APTF personnel Chakraborty and in the scuffle he suffered injuries on his face.
Same night, Tanwar, the assistant manager, who had suffered head injury during the assault on him, was rushed to Silchar Medical College and Hospital where he was undergoing necessary treatment and recovering. Chakraborty after first aid at Binnakandi PHC was discharged. An FIR was lodged by Amitabh Sarkar, manager, and Sandeep Singh with Lakhipur police stationagainst Munna Goala and others vide case No. 241/11. Following morning, officer in charge BiswajitPurkayastha and the SI Gitesh Bhattacharjee with police force raided the houses of Munna Goala and others who were found absconding. According to informed sources, the cause of assault on Sandeep Singh Tanwar was motivated by some other reason, most probably the strictness of the management to deal with cows of the villagers which often stray into the tea gardens and cause damage to plantations. It might be recollected that Binnakandi Tea Estate was the first in Barak Valleyto declare 20 per cent bonus to workers. The dispute over bonus was totally ruled out to cause the unsavoury incident. The abandoned bridge

SILCHAR, Sept 26: The sad tale of a bridge which should have been ready by 2007 lies abandoned due to the expiry of the contractor who was entrusted with the construction work. This was revealed after an RTI application was filed by Rathindra Chandra Roy, president, Cachar Human Rights Organisation, Lakhipur to the SDO (civil) and the reply to it given by the PWD, Silchar Road Division. The incomplete work of this bridge has been highlighted by the media umpteen times but without any response from the administration or the authority concerned. Even the people's representative of the area, Dinesh Prasad Goala, former minister, remained unmoved though everyday hundreds of people of Shibpur and Lakhipur areas use it for their daily movement and necessity.
The RTI reveals that the work on the bridge started on January 10, 2005 and had to be completed within 24 months i.e. in 2007. But after some basic structural work and raising of a pillar on river Chiri, there has been no progress. The allotted fund for it was Rs. 4.27 crore. The contractor entrusted with the construction was Amalendu Deb.
Interestingly, the foundation stoneof this bridge was laid by Dinesh Prasad Goala on April 11, 2005. The question is if the foundation was in April, how could work startin January of the same year? More surprisingly, the reason attributedfor no further work was due to theexpiry of the contractor. And since then, the PWD has not been able tofind out a contractor to resume thework although nearly 4 years have elapsed.
The toiling masses of the greater Shibpur-Lakhipur areas who have been demanding a bridge are facing extreme difficulties in commuting to meet their basic needs of life, dependent as they are on agriculture and other sundry works. During high spates or floods, when Chiri river is full, the people have to take to boats inthe absence of any State Government arranged barge. In the meantime, a bamboo bridge isthe only means of links between Shibpur and Lakhipur which too isrisky, resulting in frequent accidents.
It is expected that the RTI and the information on the bridge divulged would now activate the PWD and the civil authority to initiate immediate measures for resuming the work and completing the bridge. (SentinelAssam)

Laptops to students with 50% marks

GUWAHATI, Sept 23: In order to ensure further expansion of Information Technology (IT) education and to make more and more students computer-savvy, the Assam Government has decided to provide laptops to students securing 50 per cent and above in the Board of Secondary Education, Assam (SEBA) and the Assam High Madrassa (AHM) examinations. Till this year, students securing 60 per cent and above were entitled to get laptops. Chief Minister Tarun madethis announcement at the Anundoram Barooah Award, 2011 function held at Sarusajai Sports complex on the outskirts of Guwahati today.
Delivering his speech at the gathering, State Education Minister Himanta Biswa Sarma said that the State Government would provide thrust on vocational education by starting a higher education mission with 100 per cent assistance from the government. He said that the StateGovernment would set up an Indian Institute of Information Technology in Guwahati in which more seats would be reserved for students of the State.

SILCHAR, Sept 19: Barak Valley, along with the entire Northeast and North Bengal, was rocked by an earthquake in the evening of Sunday, which was the sixth in thelast 24 months, causing serious concern among people of this region. The tremor was felt at 6.10p.m., flowed by aftershocks. The occurrence has raised relevant questions about safety in the zone.
Fortunately the tremor that originated in Nepal-Sikkim borderand measured 6.8 on richter scale,caused no damage or loss of life here. In the wake of the Cachar tremor in 1984 on March 31 whichhit
Sonai block, killing 8 persons in the area, a team of experts from Regional Research Laboratory, Jorhat, and ONGC geologists from Nazira and Dehradun carried out aninvestigations to find out the causes of earthquake, pin point its epicentre and all other structural causes.
According to their finding, Cachar tremor of 1984 was the result of the bending of a block of earth's crust by stresses operating horizontally which reduced its elastic and plastic limit and suddenly yielded to fracture, displacement or faulting. The sudden shifting furnished the impulse which sent out vibrations or waves into surrounding areas of the earth, causing the tremor.
Their observation is that earthquakes generally occur in regions of marked instability of the earth's crust, such as geologically young mountains. Such a region is zone of the Himalayas. It is therefore not surprising that Barak Valley along with entire Assam is an extended part of the Himalayas and therefore frequently shaken by earthquakes.
The Himalayas are still growing and expanding and this 'continental drift' accounts for the drifting of the entire land mass of the Northeast region from 4 to 5 cm every year. This makes the region, the findings say, seismically active. National Geophysical Research Institute of Hyderabad, in course of their study, identifies two earthquake zones or seismic belts in the world– Trans Atlantic and Circum Pacific – which unite at the corner of Indo-Myanmar, making it the mostunstable region in the world.
The first movement of a major earthquake is followed usually for days or months by a succession of aftershocks. In the second Assam quake of 1819, the aftershocks continued for a period of 10 years. The Assam quake of June 12, 1897 is perhaps one of the most sever inthe world to occur.
Though earthquakes are unpredictable in general, it is interesting to note that during the tremor of 1984, the villagers of Sonai in Cachar had in particular noticed unusual behaviour among bats, birds and squirrels before their area was hit by tremor. Geologists of ONGC in course of their investigations of the area discovered that the earth developed many linear cracks, squeezing out deep grey coloured sand with some clay and hot water.
The eruptions through cracks were in the form of geysars of strong yellowish tinge along with specks in rainbow colours, discovered in water, which is believed to contain some ferrogeneous contents. Their studies have also revealed that a seismic belt termed as 'Haflong Thrust' runs through the Borail and North Cachar Hills. As Barak Valley is a part of the Arakan basin, tectonic movement results in folding or faulting of the zone which makes it quite prone to tremor.

IMPHAL, SEP 17: Manipur's popular film actor Seema passes away after a prolonged illness in a private hospital in Imphal on Saturday. Also known as Huirem Ningol Laimayum Ongbi Seema,37passed away at 2 pm at the Shija Hospital Langol. She had been under medication at the hospital after she was shifted from Sky hospital in Imphal on September 6last. On her sudden demise, Film Forum Manipur(FFM), an apex body of Manipur's film world observed a two minute silence besides offering floral tribute to the departed soul at their office complex at Lamphelpat.
A procession was also taken out from FFM office to their Khoyathong residence after passing the busy RIMS road and Nagamapal road prior to the traditional rituals and subsequent funeral rites. She is survived by her popular film maker husband Laimayum Surjakanta and three children. Born to Huirem Motital and Huirem Ongbi Ebeni of Yaiskulin Imphal as their eldest daughter among a sibling of four,the 37 year old film actor started her film career at a tender age of 5 years after she become a disciple of noted dance Gurun Bipin Singh.Shealso acted in a few plays of the leading and pioneer theatre group-Rupmahal Theatre and other teleplays for the doordarshan and all Indian radio programmes before she actually stepped into Manipur's film world.She was given a number awards including best actress awards for films- Kanaga Hinghouni(1999),Nongju Ahing(2007)-for the excellent performances .Best supporting awards were also given to Seema for her role in the films Aroiba Bidai(1999),Lakhipurgee Lakhipyari(2008).
He film Ngeihak Lambida(2007) was also selected for Internationalfilm festival of India in 2007.Seema had acted in fifteen 35 mm feature films,one non-feature film and more than a hundred digital Manipuri films. GUWAHATI, Sept 16 – Drawing the attention of all concerned towards the exclusion of Assam and other north-eastern States in the national anthem Jana Gana Mana…, veteran journalist and former president of Asam Sahitya Sabha Kanak Sen Deka today said that the matter should be settled in a manner that could do away with the sense of deprivation or alienation in the minds of the inhabitants of the North-east.
In addition, Deka said, the anthemhad rightly elicited criticism in view of its subservient tone and tenor, as it can be interpreted as an eulogy to a foreign ruler (King George V) written by Kaviguru Rabindranath Tagore on the occasion of the latter's visit to India in 1911.
Addressing a press conference, Deka said that a scrutiny of the national anthem could in no way be equated with or construed as an insult to the great poet who was one of the greatest literary figures India had ever produced.
"We have the highest regards for Kaviguru Rabindranath. He passed away before India's independence, and he himself perhaps never intended it – a paean penned in honour of a visiting ruler – to be the country's national anthem. Those who bestowed the status of a national anthem on the song are actually responsible for this lapse," he said, adding that Jana Gana Mana does not stir up patriotic feelings in the manner Bankim Chandra's Vande Maataram or Iqbal's Sare Jahan Se Achcha does.
On the total seclusion of the North-east in the national anthem, Deka said that while it touched the history, heritage and geography of all the regions of the country by mentioning the names of major rivers, mountains,places, etc., absolutely nothing was cited about the North-east – aregion unique in its own way with a distinct identity.
"It is a fact that the North-east remains conspicuous by its absence in the anthem. The most distracting omission is that of the mighty Brahmaputra – the biggest river of the country whichfinds innumerable mentions in different ancient scriptures including the Vedas and the Upanishads, and which has sustained civilizations throughout the ages. It is indeed an irony that I landed in Imphal on September 2 to try and interview the 'iron lady' Irom Sharmila Chanu on a day when lifein the otherwise bustling capital city of Manipur was standstill. Thatwas because the outlawed People's Liberation Army (PLA) had called a general strike to protest the alleged disappearance of a youth who was said to have been picked up by the Army a few days ago, something which the men in olive deny. But such cases of men disappearing from custodyis not uncommon in Manipur, one of South Asia's hottest insurgency theatres, a state where more than 40 militant groups are active. The PLA was saying the youth was in the Army's custody and the Army was apparently saying that man was never in their custody. So what happens? Anger just grows because individuals and groups in Manipur are disgusted with the continued imposition of the stringent Armed Forces (Special Powers) Act that gives the armed forces sweeping powers to deal with militants or suspected militants.
My first stop was the Chief Secretary's office. Contrary to my expectation, my formal request foran interview with Irom Sharmila was processed with speed. After I was handed over the written permission to interview Irom Sharmila, who is in judicial custody, I rushed to the office of the Inspector General (Prisons), Manipur. Some more formalities and an officer was deputed to accompany me to the Jawaharlal Nehru Institute of Medical Science where Sharmila is being lodged for several years now. I was a bit apprehensive. How would our meeting go? Would she speak freely? After all, this 38-year-old lady has been on forced nasal feed for more than a decade now. It was in November 2000, after soldiers of the paramilitary Assam Rifles shot and killed ten bystanders in Imphal, that Sharmila began her fast, demanding repeal of the draconian AFSPA. That fast goes onwith the nation and the Government largely ignoring the peaceful Gandhian protest being carried on by this lady.
"Yes, I am hopeful. Someday, the Government will have to listen to my voice of silence," Sharmila said. She has heard of Anna Hazareand how his movement against corruption has drawn nationwide support, ultimately forcing Parliament to bow to his wishes and agree to introduce a strong Lokpal Bill. "Why not, I support Anna (Hazare) wholeheartedly…Corruption is a malaise across the nation and Manipur is no exception…Anna knows how to organize protest…I will welcome Anna if he comes to Manipur," she went on. Then camea very significant comment. "The Government should not discriminate between Anna and me. My fast will go on until my demand is met…"
"Will you be willing to sit and talk to the Government if New Delhi comes forward to discuss on your demand for repeal of the AFSPA?" Iask her. "This is the most opportune time for the Government to take a decision on the AFSPA," she said. But would she be willing to talk to the Government? "The Government is aware of my position. It is up to them…There is no need for me to convince them (Government)…the ball is in their (Government's court)…" In case the Government were to concede her demand, would she call off her fast and playpeace broker, bringing the militant groups and the Government to talk to each other? "No, I have no power to change anything…"
It was time to leave. I ask her about the Assamese gamosa slungon her shoulder. "A photojournalist from Assam had given it to me…" Well, I was curious to know how she was passing her time in her hospital room. "I write poetry…meditate a bit..." Police recovers hijacked minitruck

SILCHAR, Sept 14: A mini truck bearing registration No. AS-11-AC-2079 belonging to Sabir Uddin Barbhuiya of Didarkhush grant under Lakhipur police station was hijacked early this morning from near his residence by two persons and driven down inside the jungleof Labankhal in the bordering areas of Assam-Manipur. A police party of Jirighat police station led by O/C CS Kama, ASI P Kumar and constable M Saha could locate the truck on the basis of the FIR filed by Sabir Uddin Barbhuiya at Lakhipur police station. On being alerted, the police party on their routine patrolling of NH 53 connecting Silchar with Imphal was on track of the hijacked mini truck.
The police party found two persons inside the jungle who took to the driver's seat tampering with the vehicle. On seeing them, both fled into the deep jungle, but were chased and caught with the help of village defence party. It was then discovered that the original number plate was changed to MZ-01-F-7514. The hijackers were identified as Farooq Ahmed Laskar(23) of Mohanpur, West, Part-I and Afzal Hussain Barbhuiya (24) of Amjurghat under Sonai police station.
From their possession two mobile sets were recovered, besides one driving license. Their objective was to take the vehicle to Manipurfor sale. Further interrogation wasgoing on at Lakhipur police station where both the culprits were taken. (SentinelAssam)

No MCI nod on NEIGRIHMS

Shillong, Sep 13: The MBBS course in the North East Indira Gandhi Regional Institute of Health and Medical Sciences (NEIGHRIMS) in Shillong is not recognised by the Medical Council of India (MCI), according to Meghalaya Deputy Chief Minister in charge of Health and Family Welfare Rowell Lyngdoh.
Answering questions raised by the legislators on the third day of the autumn session of the State Assembly on Tuesday, Lyngdoh said that the approval of the Union Minister of Health to start the MBBS course at NEIGHRIMS hasbeen obtained but the Ministry has not asked the MCI to inspect the institute.
While members cutting across party lines bemoaned the MCI's non- recognition of the medical institute located in the region, theDeputy Chief Minister was on a defensive. While informing that the State Government of Meghalaya has taken up the issuewith the Union Ministry and the governing council of NEIGHRIMS, the Meghalaya Deputy Chief Minister failed to assure the House on the tentative period when the NEIGHRIMS' MBBS coursewill get the recognition.
"I cannot assure you on this neither on the degree to be conferred except that the instituteis affiliated to NEHU", stated Lyngdoh.
Mentionably, NEIGH-RIMS started the MBBS course three years ago. The non recognition of the course drew the ire of the students who even held a series of agitation during June and July this year. (SangaiExpress)

P Rajendra Singh appointed chairman of OBC board

Silchar, Sept 12: P Rajendra Singh has been appointed chairman of sub-divisional OBC (Other Backward Classes) Development Board of Lakhipur by a notification of the Department for Welfare of Plain Tribes and Backward Classes, Government of Assam, in pursuance to the order of the Governor of Assam JB Patnaik. The Governor by his order has reconstituted the OBC Development Board with 26 other members including ex-officio members.
Pradip Singh of Jaypur has been nominated as vice chairman. Dinesh Prasad Goala, former minister and MLA of Lakhipur has been the architect behind the induction of P Rajendra Singh and Pradip Singh as chairman and vice chairman respectively.

Trucks set ablaze; Drivers on strike mode

IMPHAL, Sep 10 : A total of about 13 loaded trucks have been set onfire at Sadar Hills and Ukhrul district areas since yesterday night as the ongoing economic block-ade took a violent turn even as truck operators refused toply on the National Hig-hway 53 to protest alleged security inadequacy on the route.
On the otherhand, nearly 40 people have been injured in Assam Rifles action to drive away blockade supporters at Keithelmanbi along NH 39 while nine houses and a church have also been vandalised.
Contrary to initial report on the Keithelmanbi incident, number of trucks set ablaze by blockade suppor-ters is informed to be eight.
An army convoy escorting 12 loaded trucks from Nagaland to Imphal were stopped by blockadesupporters at Keithelmanbi last night. The convoy was led by the CO of 43 Assam Rifles.
There, the blockade supporters confronted the AR personnel resulting in a stand-off between the two for long hours.
At about 8.20 pm, blockade supporters set afire the eight loaded trucks one after another.
This led to a pitch battle of stone projectiles between the two sides.
Then the AR team allegedly vandalised nine hous- es and the Keithelmanbi Centre Baptist Church brea-king and tearing its windows and GI sheets .
They also smashed the windshield and window panes ofa Mahindra jeep.
Around 40 people including 37 women were in- jured in the AR action.
While those seriously in-jured have been brought to KCC Hospitalhere, the others were treated at Kang- pokpi CHC and Mission Hospital.
The eight trucks which were set ablaze were carrying fish, potato, green chilly, tomato, eggs and onion.
Out of the 12 trucks which were travelling with the army convoy, three trucks belong to Army Supply Corps.
The blockade supporters let off these trucks un- harmed after the relevant documents were produced.
The AR team could save one truck just as it started burning.
SHDDC general secretary Tonghen Kipgen said that they tried to allow the trucks go back. But the AR team's insistence to take alongthe trucks enraged the women agitators and this led to the arson.
Blockade supporters have been checking all passenger vehicles travelling across Sadar Hills whether they are carrying goods or not.
A check-gate has been already opened at Kang-pokpi, Tonghen informed.
In another development, five loaded trucks have reportedly been torched by unidentified persons at an Ukhurl district village, about 15 kilometres from the district headquarters, at around 7.30 pm today.
It is informed that personnel of district police and fire brigade have reached the incident spot and trying to douse the blaze. All five trucks were loaded with urea, said a source.
Meanwhile, drivers and handymen of about 1000 trucks today staged impro-mptu sit-in-protest at New Keithelmanbi junction in denunciation of alleged security inadequacy to truc- kers plying on the Imphal-Jiribam section of National Highway 53.
With the transporters declining tooperate on this route if the Government fails to initiate appropriate security measures, it is informed that a decision on whether to ply or not will be decided tomorrow.
As the drivers and their assistants blocked the hig-hway to air their grievances, top police officials along with president of Transporters and Drivers' Council (TDC)
Th Ranjit arrived at the spot to pacify the agitated truckers but tonot avail, initially.
Sticking to their decision of not plying without sufficient security cover, the drivers contended that the escort party provided to them have no concern for the safety of the transporters.
In addition to leaving the transporters to their own fate all along the treacherous route, the escort party on most occasion assault drivers and handymen whenever there is technical breakdown rather than wait while repairing work is on, they alleged while highlighting that besides serving the entire people of Manipur they too have to ensure well-being of their own families.
Acknowledging sentiment of the agitated drivers, TDC president Ranjit said drivers of petroleum products too have expressed reluctance to continue service as transport fuel such as petrol and diesel along with kerosine are notcovered by insurance policy.
In the aftermath of the recent attack by unidentified armed persons wherein four trucks have been set ablaze at Khambiron area and destruction caused to other esential commodities have led to the refusal of the petroleumproduct operators to cease service, he informed.
Further claiming that the DGP and authorities of para-military forceshave been apprised on the plight of the truckers subsequently evoking positive response from security force authorities to provide adequate security cover including deployment of para-military force personnel along the route, Ranjit also speculated that today's wildcat protest by the trcukers might have been due to some misunderstanding or communication gap.
General secretary of All Manipur Raod Transport Drivers and Motor Workers' Union H Kulamani, who arrived at the spot expressed strong resentment that Government policy on compensation differs between petroleum product carriers and other vehicles transporting essential commodities.
Reminding that both petroleum product carriers and transporters of food items are in the service of the people, he expressed the Union's support to any decision taken by the drivers.
Claiming threats as well as attacks by unidentified armed persons in addition to stoning of vehicles by suspected bandh/blockade supporters, Kulamani suggested that the StateGovernment take concrete measures for ensuring safety of both the drivers and the goods being transported.
After patiently noting the complaints, a police officer informing the agitated drivers that blocking the road should not be sustained, reminded the drivers that on numerous occasion escort parties waited forhours in case of technical breakdown of vehicles.
He, however, suggested that vehicles not fit for plying on the Imphal-Jiribam route should be properly repaired before joining the convoy.
Inspite of the police officer's contention, the drivers claimed high-handedness of security personnel accompanying the good carriers on many occasions.
The drivers also criticised the government of Manipur for its inept handling of road development works on the National Highway-53 and demanded that the work agenciesbe asked to expidite the same.
They also accused security personnel manning check-post in Jiribam sub-divisional headquarters of allowing over-loaded vehicles to pass through if there is exchange of money in the range of Rs 800 for cement load.
During the impromptu protest of the drivers, atleast three four-wheelers were damaged which led the police to detain some persons reportedly involvedin the act of arson. (The Sangai Express)

Barak to be developed as national waterways to open new vista of development

SILCHAR, Sept 9: The statement of Mukul Roy, Minister of State for Shipping, before the Parliamentary panel on September 6 in New Delhi that the Government of India is in the process of declaring Barak river stretch in Assam as the sixth national water way and to develop inland water infrastructure is nothing new.
This water way on Barak from Lakhipur to Bhanga, he pointed out, has been under the active consideration of his ministry. In fact, it was in 2008 that Inland Waterways Authority of India (IWAI) of Ministry of Surface Transport had planned to develop the waterways of Barak and Kushiara from Lakhipur to Kushiara as soon as the Government declared the 121 km waterway route as national waterway.
The IWAI had even framed up an estimate of Rs 58 crore for the development of channels for navigation with the required minimum water ways of 40 metrewidth and 1.5 to 2.0 metre depth along with construction of four terminals at Lakhipur, Silchar, Badarpur and Bhanga. The plan as decided would facilitate in improving carrying capacity and steady bed flow of main river, thereby reducing flood and erosion problem to a great extend.Bank migration has been a major cause of worry due to heavy sloughing of the river.
The NH 44, regarded as the lifeline of supply for the region, is often threatened by complicated erosion management. It was then revealed by the former Union Minister Sontosh Mohan Dev in November 2007 to mediapersons here that he would impress upon the Central Government so that Asian Development Bank Mission visit Barak Valley to have an on the spot study. Nothing till date has happened.
But in order to make the waterway really navigational, Bangladesh has also to take up dredging of Meghna, Padma and other connected rivers to allow ships from Barak Valley to reach Kolkata easily and round the year. India will dredge Kushiara, Surma and Barak. Both the countries, particularly Barak Valley and Northeast, will be economically benefited. Rail, road and waterways have remained suspended between this valley and Bangladesh since 1956. For preliminary survey of the river Barak and transportation of commercial goods, it is to be recalled that a few months ago, CIWT carrier MV Prafulla sailed from Kidderpore, Kolkata, to anchor at Badarpur terminal. In course of its investigation and survey by it, the river bed was found to have risen at many placeswith sand, wastes and boulders.
It will be now watched with interest by the people of Barak Valley if the Centre is really seriousabout developing Barak as national waterway. The fate of two national projects- Silchar-Lumding BG and East-West Corridor is well known. (SentinelAssam)

People of Lakhipur caught in quagmire of problems

Common people, both in the urbanand rural areas, besides being faced with prolong bouts of power-cuts, have to commute through roads which are not only full of craters and potholes but at many places almost non existent. They are yet to understand the benefits of a subdivision which is expected to deliver goods throughadministrative decentralization.
Hundreds of people angered by the continuous phase of load shedding last night forcibly added another lock to the main entrance of the electricity office at Lakhipur.The official and staff had to take the help of CRPF and police to break open the lock and enter the office. As the normal office hour began, the irritated and annoyed people came in good number to submit a memorandum to the sub-divisional executive-cum-deputy manager of the central power distribution company limited, Gouri Singh, but found him absent. The officer sensing trouble absented himself for the day, alleged one of the residents of Lakhipur. Later on, thememorandum was handed over toa junior officer who failed to makeany commitment on the improvement of the power scenario.
Similar wrath and anger of people was witnessed when a large number of people of Fulertal and Lakhipur areas came to meet SDO (Civil) Leena Das in her office chamber and handed over a representation, demanding her intervention and effective action for the improvement of the three km stretch of Fulertal-Lakhipur road maintained by PWD. This stretch of road diverting from NH 53 is used by around 20 thousand population of the urban and rural areas. And the road link leading to the town of Lakhipur with administrative, civil and police, is of vital importance for the vast populace.
The representation signed by around 70 residents gave a graphic detail of the condition of the road which has been turning from bad to worse. The condition is such that it has become difficult for people to commute or even walk. This has been the shape of the road for the last two years on which the PWD has been carrying on only patch works. Expressing their ire and anguish before the SDO, they said if the PWD failed to initiate any action within 72 hoursof the submission of the memorandum, they would have no alternative than to block NH 53,now the lifeline of supply for Manipur. As NH 37 has come underintermittent and often indefinite blockade by Nagas and Kukis in support of their demand for Sadar Hills district, NH 53 is the only alternative access to Imphal. Barak river stretch to be declared as national waterway

NEW DELHI, Sept 6: The government today said it is in the process of declaring Barak river stretch in Assam as the sixth National Waterway and its steps to augment Inland Water Transport (IWT) infrastructure has met with positive response from investors, including a Rs 650 crore commitment. India has over 14,500 km of navigable waterways but so far only five of them have been declared as national waterways. "Inland Water Transport sector is widely recognized as a fuel-efficient, cost effective and environment-friendly mode of transport...One more waterway that is Barak riverfrom Lakhipur to Bhanga in Assamis in the process of declaration as the sixth National waterway (NW)," Minister of State for Shipping Mukul Roy told a Parliamentary panel today. Inland Waterways Authority of India (IWAI), mandated with the task of developing NWs was upgrading infrastructure at NWs –1, 2 and 3, which has resulted in resulted in positive response from investors, he said. UTDC justifies separation of Barak Valley

SILCHAR, Sept 5: Union Territory Demand Committee (UTDC) has justified the separation of Barak Valley from Assam on the grounds of 'injustice and discrimination' of the successive State Governments at Dispur which have never been serious about the development of the region.
Paritosh Paul Chowdhury, president of UTDC, said just after the partition of the country, the demand has been raised for an independent Barak Valley to be given the status of union territory which they said should be rechristened as 'Purvachal'. He added to say that among all the districts of Assam, undivided Cachar has been a revenue surplus area, contributing enormously to the State exchequer.
But political and bureaucratic conspiracy has turned it into a colony, meant for exploitation. Barak Valley has been one among the 13 most backward areas of thecountry. Lack of communication, agricultural improvement, infrastructure, unemployment andunscientific management of resources have stalled the development of this area.
Paul Chowdhury cited the specific instances of the Silchar-Lumding broadgauge and the East-West Corridor targeted to be completed by 2002 and 2003 which are still uncertain. "This is a glaring example of how the State has remained indifferent to both the public projects", he pointed out. He pointed out that whereas in theinsurgency-hit Jammu and Kashmir, as well as Tripura, the railway network has been completed. Former Union Minister Bijoy Handique himself spoke about the callousness of the AssamGovernment towards the BG project.
The most essential component of economic development is power. Sadly enough, UTDC president said this sector has never been given any priority by the State Government. Against the peak hour demand of 100 MW in the valley, only 25 MW is available . Healleged that the proposed BHEL project for generating 120 MW of power at the initiative of former Central Minister Sontosh Mohan Dev has been bogged down by theState.
Neither is Dispur serious about thepublic demand for setting up mini hydel power projects, considering the water resources of the valley. Even the exploration of abundant oil and gas resources has not been attached much importance. All thiswould have contributed towards the industrialization of the area, he pointed. Agriculture is another area which has been grossly neglected. The irrigation facility is almost non existent. He asked about the Rs 1,000 crore economicpackage announced by Chief Minister Tarun Gogoi for this valley just on the eve of the last Assembly elections. He considers itas a 'lollipop' for the people.
The less populated and scare revenue generating areas of Tripura, Mizoram, Manipur and Meghalaya are today separate States. This valley is not only geographically isolated, but is alsococooned from the mainland Assam, Paul Chowdhury said. He further said how in the event of Barak Valley becoming a union territory, it would ensure all rounddevelopment. There would be no more problem of 'D' voters or place for 'mean politics', he said. It would also ensure safety and security for all.

But the recent statement of the Minister of the State for Home, Mullapalli Ramchandran, in Lok Sabha in reply to a question of Dr Murli Manohar Joshi, MP, affirmed the nexus of the top leaders of some outfits with China and the concern of the Government on the issue. The minister said diplomaticchannels have been explored to raise it with China for not extending any support to the militants.
The role of the Chinese intelligence agencies is often under cloud as it is believed to liaise with the outfits. Reports from across the border of Myanmar indicate of major Manipur based groups operating from their bases and camps in thatcountry of having forged alliance not only with NSCN (K) but also with rebel groups active in the region which include Kachin Independent Army, Arakan, Karen,Shan and Chin which are fighting for liberating their zones from the Junta Government. The zone is known as guerilla hinterland. The strategic location of Kachin and Shan provinces with access to China, Vietnam, Laos and Thailand facilitate easy movement of arms and ammunition. BSF listed Myanmar as 'corridor of terror'.
China, according to intelligence agencies, has emerged as a potential supplier of arms and ammunition. This brings into picture the well known 'Kachin Safari' of ULFA 'C-in-C' Paresh Barua in 2009 to contact a strong syndicate code named 'Black House' with base in Yunan which controls shipments of arms and ammunition in South Asia. Mention may be made of Jane's Intelligence Review which says China is the main supplier to Northeast militants in coordination with United Wa StateArmy with large force, an insurgent group of Myanmar.
It is to be recollected that Paresh Barua with PLA chairman Nengbom Bhorot went to Kumming in Yunan province where he had held two meetings with Lt. Gen. Guangkhai, chief of Chinese military agency known as the second department of Chinese People's Liberation Army. IMPHAL, Sept 1 – Manipur's human rights activist Irom Sharmila Chanu was shocked on being reportedly misquoted by a New Delhi-based TV channel NDTValleging her to have described Anna Hazare's accompanlished movement as 'artificial.'
Sharmila, who has been on fast since 2000, demanding the repealof the Armed Forces Special Powers Act, 1958 (AFSPA), in a written communication to Just Peace Foundation (JPF), a Manipur-based body promoting her campaign, clarified that she was describing the act of the leaders as artificial. And by leaders, she meant the most corrupted legislators and big business people who orchestrated the whole show for hardly a forthnight and claimed tohave brought about "the big change,",JPF said in a press release.
She also reiterated that she deeply revere and admire Anna's crusade and never felt enmity against him. She also expressed her unwillingness at giving interviews to journalists if they cause such misunderstanding, therelease added.
On the other hand, Manipur was not impressed by the Union HomeMinister PC Chidambaram's plans to have a fresh look at the controversial Armed Forces (Special Powers) Act (AFSPA), which is in force in the north eastern State and Jammu and Kashmir.
Chidambaram while replying to questions after presenting the monthly report for his Ministry, on Wednesday had indicated that a fresh attempt is being made to build consensus within the Government to amend the AFSPA.
When asked about his comment on the minister's statement, Khaidem Mani, a human right activist in Manipur said that there is nothing new in the statement. "People of Manipur are not looking for amendments but the repeal of the Act. The Act should be scrapped," he added.

Making the detailed TET schedule public at a press meet in Guwahati on Tuesday, State Education Minister Himanta Biswa Sarma said: “Application forms for the TET will be issued through as many as 155 circle-level post offices in the State from September 23, 2011 to October 10, 2011; application forms along with Rs 350 as fees for examinations and marksheets will be received by the 155 circle-level post offices till October 17, 2011; admit cards for the test will be issued on November 17, 2011; the test will be held on December 4, 2011 and the results will be declared on December 23, 2011.”
According to the minister, the Centre, under the Right to Education (RTE) Act, has already issued gazette notification for holding TET in Assam. Though qualifications like BEd and diploma in Education are compulsory for taking TET, according to the minister, the Centre has relaxed this norm in Assam till 2015. “However, if a candidate is appointed as a teacher after qualifying TET and the subsequent interview, he or she has to acquire either diploma in Education of BEd for the posts of both primary and ME school teachers within two years of appointment so as to get his or her job regularized,” he said, and added: “The minimum qualification required for the post of LP school teacher is HS pass in any stream with at least 50 per cent marks (45 per cent for candidates belonging to SCs, STs and OBCs) and graduation with at least 50 per cent marks (45 per cent for candidates belonging to SCs, STs and OBCs) for the post of teacher in ME school. The qualifying marks for TET is 60 per cent for general candidates and 55 per cent for candidates belonging to SCs, STs and OBCs.”
This initiative, according to Sarma, has been taken to appoint at least 35,000 LP and ME school teachers by March 31, 2012 in the State. “If a candidate qualifies TET, he can apply for seven years without appearing in TET any more, but if he fails to get any job in seven years, he has to appear in TET again to be eligible to apply for the post of teachers,” Sarma said, and added: “There is provision for improvement of marks in TET. A candidate qualifying TET can take the test again in order to improve his score. Since the Centre has made TET compulsory, sikshamitras who have been agitating demanding their direct appointment as teachers won’t be accepted. Eligible candidates among them will have to take TET if at all they want to get appointed as teachers.”
According to Sarma, the evaluation of the answer scripts of TET will be done in a computerized way that will be monitored by eight educationists from December 4 to December 23 in order to ensure transparency. “Details of TET will be published as advertisements in newspapers,” he said, and added that the course of diploma in Education would be started in a massive way from the coming academic session in the State.
On ‘‘rationalization’’ of teachers, the minister said: “The State has as many as 7,500 lower primary and upper primary single-teacher schools. Thrust is on converting the single-teacher schools to two-teacher ones from the coming academic session. The deputy commissioners have been empowered to transfer teachers along with their posts, and the move has the approval of the Finance Department.” (SentinelAssam)

SHILLONG: Irom Sharmila, fasting for the last 11 years for the repeal of the Armed Forces Special Powers Act (AFSPA), must "reach out to people across the country" like anti-corruption activist Anna Hazare to make her cause known, says former union home secretary G.K. Pillai.

AFSPA enables security forces to shoot at sight and arrest anybody without a warrant if an area is declared disturbed. Sharmila is currently in an isolated room of Manipur's Jawarharlal Nehru Hospital.

"It is a question of how you reach out to people. AFSPA is applicable only in Jammu and Kashmir and in the northeastern states. Corruption is pricking people everywhere and that's why Anna Hazare had a high moral ground," Pillai told IANS Monday.

"She (Sharmila) has to reach out to the people across the country. She has to say why she is on fast," said Pillai.

"AFSPA should be repealed and the government should have a humane law," Pillai added.

Dubbed the 'Iron Lady of Manipur', Sharmila began her fast Nov 2, 2000, after witnessing the killing of 10 people by the army at a bus stop near her home. Now around 40, Sharmila was arrested shortly after beginning her protest -- on charges of attempted suicide. She was sent to a prison hospital in Imphal where began a daily routine of being force-fed via a nasal drip.

Sharmila is frequently set free by local courts but once outside, she resumes her hunger strike and is rearrested.

AFSPA was passed in 1990 to grant special powers and immunity from prosecution to security forces to deal with raging insurgencies in northeastern states and in Jammu and Kashmir.

The act is a target for local human rights groups and international campaigners such as Amnesty International, which say the law has been an excuse for extrajudicial killings.

Amnesty has campaigned vociferously against the legislation, which it sees as a stain on India's democratic credentials and a violation of international human rights laws. IANS

IMPHAL, Aug 29: Bollywood actor Aamir Khan has supported Manipur’s human rights activist Irom Chanu Sharmila’s over a decade-long hunger strike against the Armed Forces (Special Powers) Act and violation of human rights by security forces in the Northeast, a release said here on Monday. “The Armed Forces Special Powers Act (AFSPA), 1958, should be repealed,” the actor told the coordinator of the Imphal-based Just Peace Foundation (JPF), Seram Rojesh, in New Delhi on Sunday. “I support Sharmila.” AFSPA, in force in large parts of the Northeast, enables security forces to shoot at sight or arrest without a warrant. “The foundation recently sent Rojesh to the national capital to demonstrate solidarity with Anna Hazare after the social activist had invited Sharmila to come to New Delhi and join his fight against corruption,” a JPF release said here. “Rojesh apprised Aamir at Ramlila ground in New Delhi about the condition of Sharmila who has been fasting for over one decade demanding the repeal of the AFSPA and alleged violation of human rights in northeast India by security forces,” it said. She completes 11 years of fasting in November. The JPF coordinator told Aamir, who came to Ramlila ground in support of social activist Anna Hazare, that the Manipur Government imposed many official formalities to restrict people, including family members, from meeting Sharmila. Students demand revoking of the expulsion order

Silchar, Aug 26: A group of students of Assam University in a memorandum submitted to the deputy commissioner of Cachar today has made an appeal to exercise his good offices in order persuade the University authority concerned for revoking the decision to expel three students for lifetime who were allegedly involved in a conflict on August 16 in the campus with its pill over till August 18, creating a volatile situation which brought two warring groups of students headlong. The situation became so tense that the police had to be called in to calm down the upsurge arising out of amorous affairs.
The conflict, in fact, disturbed the academic atmosphere and affected regular classes. The University authority had to appoint an inquiry committee to look into the entire unsavoury episode and submit its report within 48 hours. Accordingly the inquiry committee submitted its report which recommended expulsionof three students for lifetime. The students involved in the conflict included Pinku Basumatari of third semester computer science, Rina Karmakar of information technology and Ashish Kumar of agriculture also of third semester.
The memorandum claimed that since the matter was resolved amicably on August 18 in the presence of the deputy commissioner of Cachar and the University authorities in the seminar hall in the presence of students and other dignitaries, it failed to understand why the decisionwas reversed to expel the students in question. The Vice-Chancellor on the basis of the findings of the inquiry committee and in exercise of the power under provision 31(3) of the statue had expelled the three studentsfrom their courses under the respective departments of the University with immediate effect. They were also asked to vacate their hostel within 24 hours from the issue of the notice of expulsion.
Since the Central University is an autonomous body, how far the district administration can intervene or interfere with the decision of the University authority? Moreover, it was a case of gross indiscipline and misconduct on the part of the studentsand the action taken by the University authority was quite in the fitness of things to maintain discipline and academic atmosphere, opined academic circles. IMPHAL, Aug 23: Responding to team Anna`s invitation to join the anti-corruption rally in the national capital, anti-AFSPA crusader Irom Chanu Sharmila said that she would not be able to join the rally because ofher present condition and also the situation in Manipur differs from New Delhi.
In a letter to team Anna, the Iron lady of Manipur said, "My humble suggestion is if you feel seriously, please try to reach the concerned legislators to let me get free, like yours, to join your amazing crusade to root out corruption which is the root of all evils, or you can come to Manipur, the most corruption affected region in the world".
The 38-year-old Sharmila who been on fast for the last ten years demanding total repeal of the controversial Armed Forces Special Powers Act 1958 (AFSPA), which gives India`s armed forces the power to arrest, search, and destroy property without warrant as well as to shoot, and even kill, on mere suspicion, will not be able to join the campaign as she is presently confined in judicial custody at JNIMS.
The Team Anna's invitation written byone Arvind Kejriwal of India against corruption to Sharmila which was mailed to Just Peace Foundation (JPF), a state based human rights body which has been promoting Sharmila`s campaign, said, "the nation needs your voice to be heard.Anna and all ofus appeal to you,to lend us your support in letter and spirit and invite you to share in our experience in whatever way you like".

Committee questions formation of Manipuri Development Council

SILCHAR, August 21: The Barak Valley Manipuri Development Committee (BVMDC), Assam, comprising of senior citizens, retired government employees, social workers and members of Manipuri NGOs of Assam and Barak Valley in particular has questioned the formation of the Manipuri Development Council by the Government of Assam.
According to the Committee, the nominated members neither represent nor do they provide maximum participation of the Manipuris in Assam. The number of members in the Council from Kamrup, Nagaon, Karimganj districts and Sonaiconstituency of Cachar are in excess totheir population. Quite contrary, thereis no member nominated from the thickly Manipuri populated areas of Silchar, Udharband and Dholai constituencies of Cachar and Hailakandi constituency. Such representation, the Committee thinks is unjustified and unacceptable.
The interim Council formed include three members and it has been alleged that they are not eligible to occupy constitutional and statutory position, according to the guidelines formulated by the Government of Assam, Department of Welfare of Plain Tribes and Backward Classes vide memo no. TAD / BC / 540/ 8 dated January 7, 2011. The members in question Prof. L Gourababu Singha, is a member of Linguistic Minorities Development Board; R K Sanahal Singha, GP president Sribar, Lakhipur; and Ibochou Singha, ward commissioner of Lala.
These members, the Committee demands should be deleted from the list of Council members. Moreover, it has been pointed out there is no legal member in the Council and the representation of women is quite low.
The Committee has stressed on adhering strictly to the guidelines. The eligibility of the members has to be specified. Secondly, the term of interim Council must be specified and the constituencies from where the 23 non official members are to be electedmust be identified, besides modalities for conducting the election. Thirdly, the eligibility of the members for boththe interim and elected Council shouldbe the same.
The interim Council should not undertake any long term project till the constitution of the elected Council.All these views were expressed beforethe media at a press-meet here today at Silchar Press Club addressed by M Kula Chandra Singha, president, and NDhwaja Singha, secretary, Barak Valley Manipuri Development Council. Anna invites Sharmila to join anti-coruption rally

NEW DELHI, Aug 20 – Anna Hazare has reached out to fellow protester Irom Sharmila Chanu, the iron lady of Manipur, inviting her to join the anti-corruption rally here.
A close associate of the Gandhian, who is fasting at the Ramlila Ground here, said that Anna while extending full support to Sharmila Irom has invited her to participate in the anti-corruption rally.
However, there is slim chance of the Iron Lady joining Anna in his protest rally, as she is under arrest, said sources.
Irom Sharmila was arrested shortly after she began her hunger strike and charged with attempting to commit suicide – an offence under Section 309 of the Indian Penal Code (IPC). Irom Sharmila has remained in judicial custody over the past nine years. She is currently held at the security ward of the Jawaharlal Nehru hospital in Imphal, the capital of Manipur, where she is fed a diet of liquids through her nose.
Unlike Anna, Sharmila had begun her hunger strike over a decade ago, after the killing of 10 youths by the Assam Rifles in Malom, Imphal in November 2000. She demanded the withdrawal of the Armed Forces Special Powers Act (AFSPA) from Manipur.
The Centre has only recently admittedin the Parliament that the Justice Jeevan Reddy Committee had recommended repeal of the Act. The report is still under consideration of the Central Government. (SentinelAssam)

Naturopathy is a way of life which finds references in the Vedas and other scriptures. The whole practice ofnaturopathy is based on the three principles of accumulation of morbid matter, abnormal composition of blood and lymph as well as lowered vitality.
Dr. Bibhash Deb of Assam University, who was the guest of honour, pointedout that naturopathy includes all the available non-invasive treatments and diagnostic modalities which do not interfere with the natural functioning capacity of the body and the healing process is in accordance with nature's constructive principles.
Dr. K Basanta Singha, CMO of Ayush Hospital, Imphal, said a number of research projects on yoga and naturopathy are being conducted at various premier medical institutions. So far, 30 research projects have beencompleted and the findings of these researched works are applied to yogaand naturopathy run by the Central Council for Research in Yoga and Naturopathy.

Though Kiran Bedi and others have been released, Anna Hazare continues to be in Tihar Jail as he has refused to come out on conditional release by Delhi police. The latest report from the capital of the country indicates that the stalemate over his release continues. Demand for state holiday to honour Bir Tikendrajit

It has been pointed out that it was on this day that Bir Tikendrajit of Manipur was hanged to death by the colonial British rulers in 1891. Since then, the Manipuris all over the country commemorate as Martyrs Day.
These bodies urges upon the State Government to respect the sentimentsand emotions of people and take a positive decision to declare August 13 a state holiday which will be a matter of pride and glory for the Manipuris. Sex workers causing menace for Premtola residents

Silchar, Aug 8: Pimps and call girls have become a great menace to the peace and tranquility of the residential areas in and around Premtola. A phenomenon assuming serious dimension with its social ramifications. The situation is such, as articulated by the disturbed residents in their petition to the deputy commissioner of Cachar, Harendra Kumar Dev Mahanta, on Saturday that these shadowy figures in different guises haunt the busiest areas even during day to lure customers. The unassuming looking pan-shop vendors have also joined the seedy business by selling country liquor clandestinely. The petition urges the district administration to intervene immediately and deal with the situation with the firmness it deserves.
Not long ago a police officer of Mizoram House here speaking about the network of sex workers said that these characters joined in by other dark elements in their teens can be found moving around from Sonai Road on the fringe of the town to Bhaga, a stretch of 30 kms, on NH 53. According to the study carried by NGO Nari Nivedita Sangha with its crusade against STD/HIV/AIDS since 1996 found that the network of female sex workers was widening and expanding.
Diba Roy, secretary of the NGO, was on record to say the highway sex workers are active from Verengtei, entry point of Mizoram, to Panpatty in the very heart of this town just close to Premtola. Around 1000 sex workers are concentrated in Panpatty who are from different parts of Assam, North Bengal, Mizoram and Mynamar, she pointed out.
Eateries along the highway, some hotels in the outskirts of this town, unsuspecting houses in certain infamous pockets, particularly Nagatila, just 8 kms away, have become rendezvous of pimps and vamps. Call girls, the study says, have also joined the business of slush money. The findings of the NGO indicate truck drivers in general from different states taking to NH 54 have become the largest customers, followed by persons from security forces. The problem gets mercurial as various classes of people are involved in this shady business.
Five trucker points have also been identified at Ramnagar, Sonai Road, Chamragodam, Lylapur and Verengtei which have become the known destinations of the seekers of promiscuous pleasures and the pimps roam around to lure them. The NGO has also indentified five hotels which thrive on flesh-trade. It would not name them for obvious reason.
The NGO discovered the most disturbing factor how broken families, poverty, wayward life and compelling circumstances force even women from Myanmar and Mizoram to take to the sleazy business for survival.
From all reckoning, the problem faced by the residents of Premtola because of being in close proximity to the red light area of Panpatty might have its spillover in other residential areas. The menace can be tackled with through social mobilization as well as awareness campaign, besides administrative measures, against it. (SentinelAssam)

Ganja peddler arrested

SILCHAR, Aug 5: A ganja peddler identified as Ata Kumar Singh (28) wasnabbed by the Army of 11 Field Regiment last night from Binnakandi Part-II area of Lakhipur subdivision while he was trying to smuggle out the contraband goods. From his possession, 65 kg of ganja was recovered which was estimated to cost Rs 1.20 lakh in the market. The peddler hailed from the village of Putikhal under Lakhipur police station. After preliminary interrogation by the Army, he was handed over to the police. He was subsequently produced before the CJMcourt here today which remanded to police custody. (SentinelAssam)

AGARTALA, Aug 4: Four renowned writers of the Northeast will be awarded the Sahitya Akademi Translation Prize 2010 for their outstanding literary works, an official said here on Thursday. The awards would be presented during a special function at Thrissur in Kerala on August 16, according to an official release of the Sahitya Akademi. The writers from the Northeast are Anupama Dutta Saikia (from Assam in Assamese language), Shyamal Bhattacharya (from Tripura in Bengalilanguage), L Birendra Kumar Sharma (from Manipur in Manipuri language) and Uthrisar Khungur Basumatary (from Assam in Bodo language). The prize carries an amount of Rs 50,000, an engraved copper plaque and a citation. (IANS)

With the break of dawn, the blazing sun turning too scorching as the day passes, the commuters and the pedestrians have been hit hard by the irritating and unbearable heat. To trudge along during the mid day and afternoon hasbeen quite horrifying. The conditions of rickshaw pullers in particular have been beyond description.
According to weather forecast of the current week, it has been a fluctuation of temperature rising to the maximum of 36 degree Celsius andsliding to the minimum of 28 degree Celsius with no respite from the grueling humidity. The scattered drizzles that too in isolation with cloudy sky have brought no relief andthe prediction till next Wednesday (August 11) holds no prospect of change and the humid conditions will prevail. Susmita, Rumi new hope for problem-ridden Barak Valley

SILCHAR, July 31: Susmita Dev, MLA of Silchar, and Rumi Nath, MLA of Borkhola, of Cachar have become active in the capital of the nation, New Delhi, for the last few days, making bids in their own way in the corridor of power for ensuring fund and pace up development schemes and projects of this valley. Their lobbying, though separately, notwithstanding their identical political affiliation, has raised hopes among the people of this valley abouttheir efforts to get necessary allocations of money against specific projects taken up by them.
According to reports, Susmita Dev metPabon Singh Ghatowar, DoNER Minister, and placed before him the proposal for a new bridge over river Barak, parallel to the existing one which has developed cracks and is considered unsafe in future. It was a proposal, not new, endorsed by Ajanta Neog, PWD Minister of Assam. She pleaded with the DoNER Minister for giving sanction to the proposal after explaining to him in details the importance of the bridge which provides links of this valley with DimaHasao district, Manipur and Kumbhirgram Airport, besides a passage for the vast populace of the northern areas of the valley. She demanded Rs 60 crore for the new bridge and apprised the Union Minister that for the repair of old bridge, Rs 7 crore was lying with PWD (NH Division). She also took up the issues of Silchar-Lumding BG and East-West Corridor. The Minister assured her that he would soon visit the valley and hold meetings with theofficials concerned with BG and Mahasadak.
Not to lag behind, Rumi Nath too had meeting with the DoNER Minister and broadened her charter of demands not only for expeditious completion of BG and East-West Corridor but also for the improvement of National Highways- 44, 53 and 54, besides laying equal emphasis on the new bridge over Barak, network of roads in shambles across the valley as well as the important Silchar-Kalain road link, a vital access for her Borkhola constituency. He assured her that he would visit Barak, hold discussion with all the ministers, MPs and MLAs on development issues. He however did not specify any date for his visit.
Susmita Dev at the same time took up with the Union Urban Development Minister Kumari Shailza while attending a meeting of the Urban Development and Municipal Affairs Ministers of the country at Vigyan Bhavan in New Delhi. Also present at the meeting was Ajanta Neog, PWD and Urban Development Minister of Assam. At the request of Susmita, Silchar was included under the pilot project for the Rajiv Gandhi Housing Scheme for the homeless people livingin the urban areas.
It was the public opinion that both the MLAs should have met the DoNER Minister jointly and made their submissions before him in order to impress upon him more effectively forallocation of funds for the important projects of BG and Mahasadak connectivity, the fate of which has always been shrouded in uncertainty due to the half hearted approach of the State Government of Assam. When Barak Valley was also rattled by kerosene oil explosion

SILCHAR, July 27: The kerosene oil explosion which rocked Dhubri district culminating in the death of three persons and injury to 36, 13 of them critically is not a new phenomenon. In May 1988, the Barak Valley districts of Cachar and Karimganj were also hit by kerosene oil explosion. Though there was no casualty, around 100 persons, mostly house wives and female members received minor to fatal burn injuries. The explosion continued for a week and the areas hit were Ramkrishna Nagar, Patharkandi, Boalipar, Bhanga,Katigorah and Kalain. Hailakandi was not created as a district.
The incidents were said to have takenplace when match sticks were ignited to activate stoves, hurricanes and oil lamps. Unofficial estimate then said around 100 persons were injured. Padmalochan Bhuiya, Deputy Commissioner of Karimganj, took prompt action to contain the unprecedented situation by warning people over public address system in affected areas not to use kerosene oil. Oil samples were collected to test the degree of inflammability. The Deputy Commissioner was alarmed to see at Ramkrishna Nagar the high degree of inflammability. Similar nature of oil was found at Mullaganj of the district.
The Assam Oil Division ascertained the inflammability of oil. It was attributed to the mixture of petrol with kerosene. It was alleged that this mixture took place at Ramnagar depot of Indian Oil and Assam Oil near this town due to inept handling and lack of alertness of supervisory staff inthe operation of pipelines which supply petrol, diesel and kerosene oil from rail wagons to reserve tanks andthen delivering them to the tankers ofthe dealers.
The Consumers' Protection Council of Karimganj took up the matter with Consumers' Protection Council and Consumers' Education and Research Centre of Ahmedabad. The National Commission on Consumers' Grievanceswas also moved. The people affected were highly peeved at the silence andindifferent attitude of the oil authorities concerned, perhaps to wash their hands of any responsibility. The oil officials pleadedcomplete ignorance. But the Consumers' Protection Council ultimately had the last laugh as it could realize compensation from the oil companies for the victims of kerosene oil explosion. Minister of Food and Civil Supply Dr Nazrul Islam has blamed the IOC and demanded adequate compensation for the dead and injured, besides initiating cases against the oil companies through Consumers' Forum of the district. Babul Rongmei killing: Ngur Sunthang Ngurte arrested

Silchar, July 26: Ngur Sunthang Ngurte, former chairman of Barak Valley Hill Tribes Development Council,whom the police was in search of in connection with the killing of Babul Rongmei, was arrested this morning at around 8 am from his residence at Hmarkhawlein in Lakhipur subdivision.
It is to be recalled that Babul Rongmei,chairman of the council, was killed on July 10 at his Sabashpur residence near Silchar Medical College and Hospital by an assailant identified as Blesson Golmei, self-styled second Lieutenent of NSCN (K) along with his two accomplices. While Blesson was nearly lynched to death, his two accomplices who are yet to be identified made their escape.
Just after the killing of Babul, Alimai Kamei, a former member of the council was arrested from his Fulertal house. When a police team led by SDPO of Lakhipur KK Barua went in search of Ngur Sunthang Ngurte, he was not present at his residence. Subsequently, two persons, identified as Hrishikesh Das and Saikat Paul Chowdhury were arrested from different areas of Silchar. While the former was the owner of a SIM card shop, the other produced fake documents to buy the SIM which was used by the assailant in his mobile set.
All three, Alimai Kamei, Hrishikesh Das and Saikat Paul Chowdhury were latersent to jail. On specific information that Ngur Sunthang Ngurte was at his home, a police party in plain clothes led by sub inspector, Lakhipur Police Station, Gitesh Bhattacharjee surrounded his residence and took him into custody. He was handed overto Ghungoor Police Outpost near here for interrogation. He was arrested with reference to case no. 1094/2011 U/S 448,302,34 (IPC), R/W 25 (1B) Arms Act on the basis of the FIR filed by the wife of Babul Rongmei, Themlu Rongmei, on July 11, 2011. Bajrang Dal calls bandh on July 30 on ‘D’ voters issue

SILCHAR, July 24: Along with Pratibadi Gana Mancha, Bajrang Dal, Dakshin Purva Pranta, has also called for dawn to dusk bandh on July 30 on the issue of 'D' voters. Addressing a press meet here today, Rathindra Kumar Adhyapak, secretary, Dakshin Purva Pranta, Bajrang Dal, said that the ongoing police action to detect and deport suspected Bangladeshis or foreigners, the Hindu Indian citizens "have been made the prime target which he described as most undemocratic, illegal and unconstitutional, besides being in flagrant violation of the commitment of national leaders at the time of the partition of the country".
He added to say that in hunting down the Hindu citizens, the state machinery was overlooking the various provisions of Immigration (expulsion from Assam) Act of 1950 as well as Nehru-Liaqat Pact. It was most unfortunate that the Hindus across theState were hounded out without any human consideration. He reminded that just on the eve of Assembly elections, Chief Minister Tarun Gogoi assured of sympathetic consideration for the Hindus whom he refused to equate with infiltrators. But, no positive action "has yet been initiatedin this respect", he pointed out.
Himanta Biswa Sarma, Minister of Assam Accord Implementation, too concurred with the Chief Minister and spoke of special and human consideration of the Hindu migrants taking shelter in the State. The legal provision as envisioned in 1950 Act clearly provided safeguard to this category of migrants from Bangladeshsince they had to desert their hearths and homes due to 'civil disturbance' as well as 'religious persecution'. It was expected that with the annulment of IMDT Act of 1983, the case of Hindu migrants who had to enter this side of the border from timeto time and most particularly after the1971 Bangladesh war, special legal provisions would be taken to protect them and provide them shelter.
He cited various instances of harassment of Hindus who despite all the valid documents were being pushed back to the other side of the border. It was quite inexplicable how in the absence of any treaty with Bangladesh, the migrants would be accepted by that country. In reality, after push back, they were left at the mercy of their fate which was against all principles of humanity and civility. Bajrang Dal wants to convey the message that the harassment of Hindus in the name of detection and deportation of foreigners should end forthwith and a suitable legislation beenacted by the Government for their protection. Rathindra Kumar Adhyapak revealed that besides fighting for the cause of refugees, Bajrang Dal would hold a mass convention of the Hindus on December 25, 2011 at Katigorah whichwould be attended by all the stalwartsof the organization as a part of their nationwide movement to awaken theHindus against the dangers created bythe present Congress regime in New Delhi. Ashok Singhal, international president, Pravin Bhai Tagodia, general secretary, and Ritambhara Devi would grace the greatest ever congregation in living memory, he pointed out. GUWAHATI, July 20: The Assam Assembly on Wednesday passed two important education Bills –– the Cotton College State University Bill, 2011 and the Assam Venture Educational Institutions (Provincialization of Services) Bill, 2011 –– with some amendments.
With the passage of the Cotton CollegeState University Bill, the State Assembly has ascertained the setting up of Cotton College State University that will be headed by the State Chief Minister as the Chancellor. The prestigious college was established in 1901. On the other hand, the passage of the Venture Educational Institutions(Provincialization of Services) Bill has paved the way for provincialization of services of teachers and other employees who have been working since 1991.
During the discussion on the Cotton College State University Bill, AGP MLA Keshab Mahanta brought two amendments –– the Cotton College State University should have an academic registrar and the executive council of the university should have two members from the Assam Legislative Assembly. Education Minister Himanta Biswa Sarma accepted both the amendments.
Sarma said that with the passage of the Assam Venture Educational Institutions (Provincialization of Services) Bill, 200 other colleges would come under the purview of theState Government. "A university should have 50 colleges under it. Going by that calculation, Assam needs eight universities."
Bringing an amendment to the Educational Institutions (Provincialization of Services) Bill, Phani Bhushan Choudhury of the AGP said: "According to a clause in the Bill, a teacher or an employee has to workfor 12 years for his service being provincialized till the cut-off date, January 1, 2006. Twelve years is too long a period, and that period should be reduced to five years so as to cover a number of other teachers and employees."
Most of the members of the House, including Bhumidhar Barman, Sarat Barkataky, Anjan Dutta, Membor Gogoi, Piyush Hazarika, Sushanta Buragohain and Ranjit Das wanted reduction in the working period of a teacher or an employee before his service being provincialized. While some wanted the working period to be eight years, some wanted it to be ten years. Taking the unanimity of theHouse on the reduction of working period of a teacher or employee into consideration, the Education Minister accepted the period as ten years. This reduction has ensured that services ofteachers and other employees working from 1991 to 2001 will be provincialized in the first phase.
Accepting an amendment brought by Keshab Mahanta of the AGP, the minister extended the three-year period given to teachers without having the required qualification to acquire the qualification in five years.
The State Government also brought an amendment, making it clear that the ten-year service for a teacher or an employee for being his job provincialized would be counted fromthe date of permission in case of primary schools, date of recognition in case of ME schools and the date of affiliation in case of colleges.
Replying to an amendment brought by Sherman Ali Ahmed and Aminul Islam, the minister said that Sanskrit tols and madrassa teacher/employee provincialization Bill would be laid in the next Assembly session. (SentinelAssam)

Babul Rongmei killing: Two more persons arrested

SILCHAR, July 18: After the arrest and incarceration of Alimai Kamei, former member of Barak Valley Hill Tribes Development Council, just after the killing of Babul Rongmei, Silchar police arrested two other persons from their Atalbasti and National Highway residences on the basis of the clues provided by the mobile set of Blesson Golmei who was claimed byNSCN (K) as their dedicated cadre, on Sunday night.
The two persons have been identified as Rikesh Das (35) and Saikat Paul Chowdhury (31). Das is a resident of Atalbasti while Paul is a resident of Ramkrishna Sarani, National Highway of this town. Rikesh Das who owns a SIM card providing service issued a BSNL SIM on the strength of forged identity papers in the name of Anita Das to Saikat Paul Chowdhury.
According to officer-in-charge of Ghungoor police outpost, Nipu Kalita, the arrests were made based on information derived from the SIM of the assailant Blesson Golmei. He said, "The investigation has been done in right earnest and we are confident of a breakthrough soon to nab the mastermind and the culprits involved in the heinous crime". (SentinelAssam)

Manipur students to ban tobacco sale near educational institutes

Imphal, July 17: A prominent students body in Manipur has decided to immediately ban the sale of intoxicants near educational institutions in the district. The All Manipur Students Union, Imphal West district branch (AMSU-IWDB) today said in a statement that no one would be allowed to sell intoxicants and tobacco within 100 metres of educational institutes in the district.
Sixty per cent of school and college going teenagers in the state were addicted to various intoxicants causing degradation of their moral and health condition, the statement said. The students' body appealed to the public to cooperate with it to check the sale of intoxicants near the educational institutes and warned those who would defy their campaignwith dire consequences. AMSU is the biggest students' body having its branches in all the districts and had earlier played major role in major issues, including agitation against illegal influx of foreigners from neighbouring country into the state, official sources said. SILCHAR, July 17: Zeliangrong Union, Assam, Manipur and Nagaland, based at Imphal, has expressed its deep shock and sorrow on the assassination of Babul Rongmei, who was the chairman of Barak Valley Hill Tribes Development Council and joint secretary of Zeliangrong Union by theproscribed NSCN (K), Zeliangrong region, on Sunday at his residence at Sabashpur near Silchar.
Babul Rongmei was a young dynamic social worker who rendered valuable services for the welfare of Zeliangrong people and other tribals of Barak Valley. He was a staunch supporter of Zeliangrong traditional custom and culture. His untimely demise has caused great loss to the Zeliangrong people in particular and other committees of Barak Valley in general. The Union shared the pang ofsorrow of the bereaved family and also prayed for his soul to rest in peace in the heavenly abode. The condolence message was signed by K Poushianglung, general secretary, and Amu Kamei, president, Zeliangrong Union, adopted at a mass meeting of the tribals of all clans at Meherpur Rongmei Naga Punji near here today. BVHTDC condemns statements of NSCN (K), seeks clarifications

SILCHAR, July 16: Members of Barak Valley Hill Tribes Development Council (BVHTDC) who held a press meet here today at Silchar Press Club along with the members of All Assam Tribal Sangha condemned the statements of NSCN (K) which appeared in The Sentinel dated July 12, 13 and 16 issued by the Cachar area in charge Gaikhangning, Rajapeyue and sought specific clarifications on the contents therein. Jamumpau Kabui, council member, pointing out at the NSCN (K) Zeliangrong statement signed by Gaikhangning, Rajapeyue, owning responsibility for killing Babul Rongmei as appeared in The Sentinel of July 12 asked how could the outfit now in ceasefire with the Governmentof India operate openly and target thechairman of Barak Valley Hill Tribes Development Council? He wanted to know what was the offence of Babul Rongmei for which he had to be eliminated.
Jamumpau Kabui said there was no existence of either NSCN (K) or NSCN (IM) operating in Barak Valley. The claim of Gaikhangning being the Cachar area in charge of NSCN (K) was false and an exercise at camouflaging his real identity and to divert the attention of the investigation agencies. Since the outfit in question was in ceasefire, the Government of India and the State Government of Assam should clarify how NSCN (K) could openly operate and also claim responsibility for the killing of Babul. If the order came from the top hierarchy of the outfit, it should also be made public. He demanded proper investigation into this claim of NSCN (K).
Babul Rongmei, he further pointed out, worked for the welfare of not only tribals but also for all people irrespective of caste and creed. The statement of NSCN (K) that he had to be eliminated as he stood in the way of the interest of Zeliangrong and of Nagas as a whole. Nor was Babul involved in any kind of activity to disturb communal harmony between Zeliangrong and other tribes. He never acted as a dictator nor did he make any move to disgrace the culture, tradition and religion of Zeliangrong.
Jamumpau Kabui also dubbed the NSCN (K) clarification on slain assailantwho shot at Babul Rongmei, causing his death, as a sincere and smart cadreof NSCN holding the rank of 2nd lieutenant as false and fabricated. His identity as Blesson Golmei and not Blinkson Hmar as claimed by Gaikhangning, Rajapeyue was yet another ploy to hide the assailant which he said was hired along with two others on 'killing mission' by some force or elements who wanted to kill Babul for their self-aggrandizement.
Jamumpau Kabui at the same time referring to the statement of NSCN (K) Cachar area in charge on the help and cooperation of different tribal bodies said "it is part of their humanitarian work to extend support to anybody indistress, that too in the case of a person dead".
Jamumpau Kabui took the opportunity to express the unhappiness at the way investigation by police "is progressing". He demanded the arrest of the mastermind and the culprit behind the crime and said the security agencies should take precautionary measures to prevent occurrence of such events in future. SEBA notice to poor-performing schools

GUWAHATI, July 14: The Board of Secondary Education, Assam (SEBA) has issued show-cause notices to poor-performing schools in the HSLC examinations, 2011. The results of the HSLC examinations declared recently by the SEBA have revealed that not a single student passed in 130 schools, while 74 high schools and four high madrassas had their pass percentage below 30 for three consecutive years –– 2009, 2010 and 2011.
Talking to The Sentinel, SEBA Secretary Dr LN Sarma said: "This year,as many as 130 high schools/high madrassas have zero pass percentage in the HSLC/AHM examinations. Thirty-three of the 130 schools were accorded provisional recognition by the SEBA in different years. Now, the show-cause notices have been served to these recognized schools asking them as to why their provisional recognition accorded by the SEBA will not be withdrawn immediately. The schools have to submit a reply within 15 days from the date of issue of the show-cause letter."

Robbers strike at Cachar Express once again

SILCHAR, July 13: After a long lull, the train robbers were once again active in the hill section as a group of eight dacoits looted the passengers of Silchar bound Cachar Express in between Lower Haflong and Bagetor in the wee hours of Wednesday. Almost all the passengers of the ill-fated general coach number 2 sustained injuries out of which seven were admitted in Badarpur railway hospital. Sources said that the dacoits had snatched cash and valuables amounting at least rupees two lakh. The injured were admitted in the Badarpur rail hospital included K Laipal (26), a BSF personnel, Sampat Rai (23), Amraghat, Kamal Hussain (28)of Tarinipur, Abdul Malik (30), Morajhar. The victims said, when the train, which left Lumding on Wednesday night, reached Lower Haflong, one youth boarded in the compartment. When the train started to move he opened the door and seven more youths, their faces covered with cloth, entered and switched off the lights. Then they began hitting the passengers and looted their belongings. After 15 minutes unchallenged looting they got down from the train when it reached Bagetor station and vanishedin the jungle. The miscreants were speaking in broken Hindi, though it seemed that they belonged to some tribal community. However, one of them spoke in Bengali. The ill-fated train reached Badarpur station in the morning and the GRP and police began investigation. NSCN/GPRN (K) Zeliangrong takes responsibility of killing of Babul Rongmei

SILCHAR, July 11: The NSCN/GPRN (K) Zeliangrong Region took the responsibility of giving capital punishment to Babul Rongmei, also known as Babul Rongmei of Sabadashpur, Cachar, Assam. The operation was launched in the interest of the general public of Nagasby the Demo team of Silchar town command under the commandership of lieutenant Stenhawk.
Babul Rongmei had been working and spreading the massage of anti-Nagas and also an obstacle in andnear future movement of the Zeliangrong and of Nagas as a whole. He was also the person who had been triggering the danger of communal bomb between many a tribe. If his presence still continued, there would have been many a communal crisis between Zeliangrong and other tribes. Though many warnings were given to him and he was called for negotiations but, he paid no heed. Instead, he challenged the Naga Government in many ways challenging its authority. Above all, hestarted ruling in his own way like thatof 'Ravan Raj' or 'Gunda Raj' in the Cachar area where Zeliangrong people live.
Babul was also the key person who was playing divide and rule policy even in his own tribe people (Zeliangrong). The very colourful/sacred/rich culture and religion of the Zeliangrong people was also disgraced and distorted by him. The known and famous festival of Zeliangrong was also distorted by him, creating confusion among the Zeliangrong. So, all the people of Zeliangrong took him as a dictator of Zeliangrong people and the Nagas as a whole.
The NSCN/GPRN (K) Zeliangrong regionalso has the knowledge that some more persons are also behind Babul who are also creating problems for Zeliangrong people. Campaign by media on killing of Babul Rongmei condemned

SILCHAR, July 11: The Hmar Students' Association (HSA) in a statement issuedtoday has strongly deplored and condemned the attempted vilification and smear campaign unleashed by several dailies against the backdrop of the unfortunate killing of Babul Rongmei, Chairman, Barak Valley Hill Tribes Development Council. The report that this killing was a pre-meditated plan so as to shift the blame for the murder on Rongmei Nagas is highly objectionable and despicable.
The students' body smells a deep-rooted conspiracy to malign the image of the Hmar people and would like to question these dailies where they received such baseless report. Moreover, the name of the alleged killer mentioned as Blinkson Hmar is fictitious and fabricated. Such communal overtone and attempted smear campaign against the Hmar community is totally uncalled for and hence condemnable.
On the contrary they have urged the Government of Assam to conduct an impartial inquiry to find out the real culprit behind this dastardly killing.
The students' body deeply mourns thedemise of Babul Rongmei and offer their heartfelt condolence to his near and dear ones. Ngursunthang Hmar denies his involvement in crime

SILCHAR, July 11: Ngursunthang Hmar, former chairman of Barak Valley Hill Tribes Development Council, reacting to the police version about his allegedinvolvement in the killing of Babul Rongmei, vehemently denied it as 'baseless', 'motivated' and a conspiracy to malign him and tarnish his image before the public. He said he was not even present at his Hmarkhawlein residence when the killing took place.
He demanded high level inquiry, preferably by CBI, to investigate the case so that the truth was revealed before all.

Barak Valley Hill Tribe Development Council chairman killed

SILCHAR, July 10: Babul Rongmei (43), chairman of Barak Valley Hill Tribe Development Council was murdered incold blood this morning at his Sabashpur Rongmei Naga Punji near Silchar Medical College and Hospital, seven km from here. Three motor bikeborn youths with helmets came before his two storey building, after parking their black Pulsar, two of them went upstairs, entered the drawing-cum-bedroom of Babul, who was then watching news telecast of a satellite channel. One among them brought out a pistol and fired from close range at his left side forehead. Babul died instantly, profusely bleeding. His mother, wife and a five-year daughter who were inside on hearing the shot and looking at the lifeless body of Babul screamed and shouted for help.
The brother-in-law of Babul Rongmei, Babuti Rongmei (18), who was on the ground floor, raised alarm and tried to prevent the motorbike criminals from fleeing with their bike. The pistolbearing youth shot at his leg who fell down but could grab one of them. On being alarmed, hundreds of villagers by then had assembled and they couldcatch hold of the assailant and ultimately due to merciless beating and battering by the mob, he was grasping for breath. When brought to Silchar Medical College and Hospital bythe police, he was declared dead aftera few hours of his admission.
A strong police force led by DSP headquarters Lekhak Saikia, city police Mukut Kakoti and Ghungoor police outpost-in-charge Nipu Kalita rushed to the spot on receiving information of the brutal killing. They could identify the pistol carrying youth as Blinkson Hmar from Manipur.From his possession were recovered an American-made pistol with 10 round of ammunition, a mobile set, photograph of a woman and other incriminating papers. These materials,said a police official, would provide them definite clues to nab the other two accomplices of the assailant Blinkson.
Police after preliminary investigation could get the hint that the youths, professional killers on 'operation', were hired by some persons who had been opposed to his appointment as the chairman of the BV Hill Tribe Development Council. It is to be recalled that Babul Rongmei took over the charge of chairmanship a few months ago by an order of the State Government.
In the meantime, SDPO Lakhipur Kiran Kumar Barua along with the second officer of the police station launched asearch operation in the suspected areas and took into custody Alimai Kamaei for questioning. His interrogation at Lakhipur police station was going on. Alimai Kamaei was a member of the BV Hill Tribe Development Council headed by Nursungthang Hmar. Both Nursungthang and Alimai Kamaei were charge-sheeted by police for various corrupt practices, jailed and released on bail. The police went in search for Nursungthang at his Hmarkhawlein village, but, according to SDPO, he was absconding. SDPO saidthat the black Pulsar bearing 'MN-01W-4616' used by the assailant and his two accomplices was found abandoned at Binnakandi Part-II Rongmei village in Lakhipur subdivision. It was done as a part of their pre meditated plan to shift the blame for the murder on Rongmei Nagas, a community to which Babul belonged.
According to a close aide of Babul Rongmei, after assuming the charge ofchairman of BVHTDC on February 21, 2011, he had sought police protection for him as he feared threat to his life for exposing the corruptions of his predecessor Nursungthang Hmar and his other members. But, it was not provided. Babutai Rongmei, a college student, who was admitted in SMCH with bullet in his right leg was recovering well. Babul left behind his aged father, mother, wife and a five-year daughter. After post mortem,his body was taken to his residence atSabashpur. His friends, relatives and well wishers would take his body to his native village of Ujan Tarapur tomorrow for last rites and cremation according to Hindu tradition. (SentinelAssam)

Barak bandh called on issues of ‘D’voters

SILCHAR, July 9: Pratibadi Gana Mancha, a conglomeration of various social and cultural organizations, has given call for total Barak bandh on July 26 from dawn to dusk in protest against the step motherly attitude of the State Government towards Barak Valley. Shankar Dey, convener of the Mancha and general secretary of Silchar Press Club, in a statement here today slated the State Government forits total apathy in solving the 'D' voters tangle despite the fact that reports of the harassment of genuine Indian voters have been taking place in different parts of the State, targeting the members of the linguistic and religious minorities. He demanded a critical review of the Citizenship Act which he pointed out "is contrary to the spirit and provisions of the Constitution" and stressed for its repeal.
On the revision of National Register for Citizens (NRC) which has created lotof controversy on the cut off date, Shankar Dey said there should be uniformity in keeping with the rest of the country and that no double standard should be applied in the caseof the minorities. He asked why should a different yardstick "is to be applied in Assam." It was essential to preserve the constitutional rights of the people of Barak Valley. He at the same time called for the definition of citizenship in accordance with the provisions of the Constitution. He said if it was contrary to the spirit of AssamAccord, the latter should be scrapped.
The leader of Prativadi Gana Mancha cautioned if the State Government continued with its step motherly attitude and treatment towards the valley, the people would no more bear with it and for them there wouldbe no other alternative than to revivethe movement for the separation of Barak Valley and a separate State. He claimed the support of various political parties, besides non political organizations, behind the 5 point charter of demands of the Mancha. (SentnelAssam)
